- Small Business Sources Sought. This is a Sources Sought Announcement Only seeking Small Business responses in order to determine Small Business participation in the Acquisition for Army Reserve Officers Training Corps (ROTC) functional support for U.S. Army Cadet Command, Fort Monroe, VA. Specific Requirements: Contractor is required to provide employees for a variety of tasks at multiple locations throughout the United States and its territories and manage the program/recruitment/ employment/billin g of all aspects of the contract. Recruitment and retention of qualified contracted employees are vital aspects of the contract. This includes employees required for temporary positions of six months or less. Bidders should provide some type of historical data to show the companys experience in these areas. Tasks include: (a) Senior Military and Military Science Instructors, on college campuses. These instructors must be well versed in Army training procedures and ROTC, as well as be authorized to wear the U.S. Army uniform, pass the Army Physical Fitness Test, and be subject to random drug testing. Qualifications are based on Army experience (officer and enlisted) and educational background. This is the major category of the contract, comprising over 7 0% of the contracted employees. (b) Administrative Technicians on college campuses, as well as the Brigade (Bde), Region, and HQ Cadet Command levels. Perform functions unique to the Army in the administrative arena, especially ROTC, such as cadet databa se management, waiver requests, etc. (c) Logistics Technicians on college campuses, experienced in Army supply methods, property book accountability, and maintenance. (d) Staff Specialists are located at the Bde, Region and HQ Cadet Command levels. Thes e individuals must meet educational requirements as well as be experienced in a variety of Army fields such as recruiting. (e) All employees must be willing and able to perform extended temporary duty at the Cadet Command training camps held annually at F ort Knox, KY and/or Fort Lewis, WA. This temporary duty can be for as long as eight weeks each summer. For the purpose of Small Businesses, the NAICS Code is 561990, All Other Support Services, $6.5M. Your response shall include the following information: Size of Company (i.e., 8(a), Hubzone, WOSB, SB, Veteran, SDB, Service Disabled Veteran Owned Small Business, all others), Number of Employees, Revenue for last three (3) years, Relevant Past Performance on same/similar work dating back three (3) years, a nd your companys capability to do this type of work. Documentation of Technical Expertise must be presented in sufficient detail for the Government to determine that your company possesses the necessary functional area expertise and experience to compete for this acquisition.
