- THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR A COMMERCIAL ITEM PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6-STREAMLINED PROCEDURES FOR EVALUATION AND SOLICITATION FOR COMMERCIAL ITEMS-AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. SIMPLIFIED ACQUISITION PROCEEDURES ARE UTILIZED IN THIS PROCUREMENT. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED, AND A WRITTEN SOLICITATION DOCUMENT WILL NOT BE ISSUED. This solicitation is a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-09. The associated North American Industrial Classification System (NAICS) code for this procurement is 334516 with a small business size standard of 500 employees. This requirement is a small business restricted requirement. Any interested small business vendor that meets the size standard may submit a quote. The National Institute of Standards and Technology (NIST) Radioactivity Group has a requirement for an state of the art data acquisition module digital spectrometer to be used to calibrate radioactive sources. All interested offerors shall provide a quote for the following: NIST desires to purchase state of the art data acquisition module digital spectrometer with the following features: 1. Process pulses as short as 200ns. 2. Fast coincidence option with coincident window approximately 200-300ns. 3. Have at least two channels for coincident mode at present and have a reserved third channel for future anticoincident background shield. 4. Events recorded in any channel should have a time tag for further off-line analysis. 5 The sampling rate shall be 50Ms/s (megasamples per second) or higher. For purposes of comparison, NIST has determined that XIA model DGF Pixie-4 with viewer, licenses, PXI-3U-4, and PXI-8184 meets or exceeds the desired specifications. This is provided for potential vendors to determine if they can meet the specifications required. Additional Requirements * Delivery shall be no later than 16 weeks ARO. * Delivery shall be FOB Destination * The entire system shall be warranted to meet the preceding specifications for one year of use following acceptance by NIST. Within the warrantee period, on site support will be provided within 3-5 working days of notification of problem. Previous Experience * Vendor shall be able to provide a minimum of 3 references to users with similar equipment supplied by them. * Vendor shall verify that the performance meets or exceeds the specification ATTACHMENTS None. Award will be made to the Offeror whose proposal offers the lowest price, technically acceptable proposal. If paragraph (j) of the provision is applicable, a written submission is required. All vendors shall submit the following: 1) An original and three (3) copies of a proposal which addresses the requested items; and 5) A completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items which may be downloaded at http://acquisition.gov/far/index.html. All proposals must be received not later than 3:30 PM local time, on August 15, 2006 at the National Institute of Standards & Technology, Acquisition Management Division, 100 Bureau Drive, Building 301, Room B129, Mail Stop 1640, Gaithersburg, MD 20899-1640, Attn: Al Petto. Because of heightened security, FED-EX, UPS, or similar delivery methods are the preferred method of delivery of quotes. If quotes are hand delivered, delivery must be made on the actual due date through Gate A, and a 48 hour (excluding weekends and holidays) prior notice must be made to the Contracts Office at 301-975-6321. NIST is not responsible for late delivery due to the added security measures. In addition, offerors/quoters who do not provide 24-hour notification in order to coordinate entrance to the NIST campus must assume the risk of not being able to deliver offers/quotes on time. The Government is not responsible for the amount of time required to clear unannounced visitors, visitors without proper identification and without complete information that would allow delivery (i.e. point of contact, telephone POC, bldg., room number, etc.). If 24 hour notification was not provided, it is suggested your company representative or your courier service arrive at NIST at least 90 minutes prior to the closing time in order to process entry to the campus through the visitor center and complete delivery. Notice must include the company name, name of the individual making the delivery, and the country of citizenship of the individual. For non-US citizens, the following additional information will be required: title, employer/sponsor, and address. Please ensure that the individual making the delivery brings photo identification, or they will be denied access to the facility. Faxed proposals will not be accepted.
