Description
Architect/Engineering Inspection Services. The USDA Forest Service Pacific Southwest Region (California) is soliciting for an A/E firm to perform bridge inspections, evaluations, and recommendations. A multiple-year award, indefinite delivery, indefinite quantity contract will be awarded to one firm (for a base year plus two option years). Bridges are located in the 18 National Forests of California. They vary in size, structure type, and access. Most bridges are located in rural or remote areas. Inspection needs are expected to include routine bridge inspection, fracture critical inspection, scour inspection and evaluation, and damage inspection. The total volume of work for various inspections is estimated to be $100,000 for the first year. The amount of work is indefinite and will vary each year, and is also subject to availability of funding. This solicitation is set aside for small business firms. The NAICS code is: 541330, which has a corresponding size standard of 4.5 million dollars. There is no solicitation package to request. To be considered for this procurement, interested firms must submit standard forms 254 and 255 with a letter of interest and examples of work demonstrating relevant experience. In addition to information contained in forms 254 and 255, consideration for selection will be based on the following equally weighted criteria. GEOGRAPHIC LOCATION: firms must have an active office in the State of California. PROPOSED PROJECT TEAM: as an individual, a team, or consultants, discuss key personnel?s background and qualifications including previous relevant experience capabilities (in accordance with Section C). EXPERIENCE: previous relevant experience and time commitment on projects of similar size and complexity. CAPACITY: list your current work and discuss your ability to perform bridge inspection on an irregular schedule. Interested firms are highly encouraged to carefully review the attached Sections B and C for further detail about project requirements (below). Please provide two complete copies of forms 254 and 255 (inclusive of additional information) to: Forest Service, Attn. Don Bandur, 1323 Club Drive, Vallejo, CA. 94592. Clearly reference Solicitation No. AG-91S8-S-06-0029 on your envelope. Responses are due prior to 3:00 PM (local time) September 14, 2006. NAICS 541330, Size standard $4.5. The Government will not accept transmission of these items electronically or via FAX. Award of this contract is contingent upon funding approval. SECTION B--SUPPLIES OR SERVICES AND SCHEDULE OF ITEMS: The Government will order the work by an instrument called a Task Order. A Task Order describing the work and other details of the project will be transmitted to the contractor, and a proposal requested from the A/E firm. The specific project information, specifications, and requirements stated in the Task Order shall take precedence over all other Government furnished and referenced contract documents. SECTION C--DESCRIPTION/SPECIFICATIONS/STATEMENT OF WORK: This is a multiple year award indefinite delivery, indefinite quantity contract for bridge inspections, evaluations, and recommendations, for the USDA Forest Service Pacific Southwest Region. C-1 SCOPE OF WORK Bridge Inspections Routine Inspections and Special Inspections may be required. Bridge inspections shall be conducted in accordance with the specific requirements of the Task Order and the bridge inspection requirements as specified in the following documents. The National Bridge Inspection Standards (NBIS) Title 23, Code of Federal Regulations, Part 650, Subpart C. Federal Highway Administration Report No. FHWA-PD-91-015, Bridge Inspector?s Training Manual 90, July 1991 (Revised March 1995) Federal Highway Publication No. FHWA-NHI-03-001, Bridge Inspector?s Reference Manual, Current Edition AASHTO Manual for Condition Evaluation of Bridges Bridge Inspection Report Inspection reports shall be in accordance with the specific requirements of the Task Order and shall follow the ?Sample Bridge Inspection Report? from pages A-7 through A-26 of the FHWA Bridge Inspector?s Training Manual/90. C-2 PERSONNEL QUALIFICATIONS A bridge inspection team leader shall be on site during all inspection work. The team leader shall be qualified under the requirements of National Bridge Inspection Standards (NBIS) CFR Title 23 section 650 subpart C. The NBIS qualifying bridge inspection experience shall include wood, steel and concrete bridges. All bridge inspection work shall be performed under the supervision of a Professional Engineer, licensed by the State in which the bridge is located. The Engineer shall also be qualified as a bridge inspection Team Leader under the NBIS requirements and experienced in the inspection of wood, steel and concrete bridges. The Engineer does not have to be on site at the time of the inspection. The Engineer will be required to place an original professional seal, and an original signature on first page of the hard copy of each the bridge inspection report. The Team Leader, if qualified, may serve as the Engineer. C-3 GUIDELINES, SPECIFICATIONS, AND RELATED DOCUMENTS The following laws, specifications, guidelines, and related documents are included in incorporated this contract by reference: National Bridge Inspection Standards (NBIS) Title 23, Code of Federal Regulations, Part 650, Subpart C (4/1/2005) AASHTO Manual for Condition Evaluation of Bridges, 1994 Second Edition (with Interim Revisions thru the current year) Federal Highway Administration Report No. FHWA-PD-91-015, Bridge Inspector?s Training Manual 90, July 1991 (Revised March 1995) Federal Highway Publication No. FHWA-NHI-03-001, Bridge Inspector?s Reference Manual, Current Edition C-4 PERFORMANCE This is a multiple year award indefinite delivery, indefinite quantity contract for bridge inspections. The Government will exercise its option to extend the contract for option years is contingent on availability of funds. The Government reserves the right to cancel this contract anytime after the minimum guaranteed work has been awarded to the Contractor.
