- Description
- The U.S. Coast Guard Aircraft Repair and Supply Center (ARSC) located in Elizabeth City, NC requires the acquisition of a paint proportioning system that will first, allow mixing the correct proportions of coating components to ensure proper ratios of mix for small to large quantities of product, thereby minimizing waste through improper or over-mixing. Second, the reduction of hazardous material waste byproduct requiring disposal that results from cleaning and/or improper mixing is imperative. This system is anticipated to be turnkey and will consist of the proportioning unit(s), delivery system capable of bringing the fluid to the proportioner(s) and include installation and training. July 11, 2006 has been established as a Site Visit Day for interested parties to inspect ARSC’s paint facility and present written questions for clarification of the requirement. Hours of availability will between 09:00 a.m. to 12:00 p.m.. Parties interested in attending should submit the following information for each individual: Company name, contact information and names of persons attending to Gary Woolard, Contract Specialist via email at gary.s.woolard@uscg.mil or faxed to 252-335-6227. The information should arrive no later than 12:00 p.m. on July 07, 2006 to facilitate arranging access to base facilities. Cameras will be permitted to photograph the specific area of the paint facility only. ARSC anticipates solicitation and award of a Firm Fixed Price purchase order for the purchase and installation of the Paint Proportioning Equipment and Paint Delivery System. The Government intends to use the procedures of FAR Part 12 and 13 for this acquisition. The NAICS is 423830 and the size standard is 100 employees. The USCG intends to issue the solicitation as an unrestricted procurement. The following specifications for space allowance are anticipated: Space available for installation of the equipment consists of the following: Room no. 1 located off the main painting bay is anticipated to be used for proportioning equipment and measures an overall dimension of 18 ft. 7 in. long x 6 ft. 10 in. wide. The room is divided by a door on each wall effectively creating two separate work areas with one space measuring approximately 8 ft. long x 6 ft. 10in. wide and the opposite end measuring approximately 7 ft. 3 in. long x 6 ft. 10 in. wide. Room no. 2 located adjacent to Room no. 1 is anticipated to be used for storing the fluids to be delivered to the proportioning unit(s) and measures an overall dimension of 18 ft. 7 in. long x 8 ft. 8 in. wide. A doorway located on the wall adjoining Room no.(s) 1 and 2 divides the room into two separate areas with one space measuring approximately 8 ft. 4 in. long x 8 ft. 8 in. wide and the opposite end measuring approximately 7 ft. 3 in. long x 8 ft. 8 in. wide. The following specifications are anticipated to be used: (1) Be compatible with polyurethane paints used in an aircraft-refinishing environment and capable of combining a base coating, catalyst and reducer (thinner) in correct proportions according to the recommendations of the coatings manufacturer or in specific ratios as defined by the operator. (2) Be able to combine components in a manner resulting in mixed quantities from 4 ounces to five gallons. (3) Be able to manage at least eight base colors, one common catalyst and one common reducer. (4) Require zero to minimal flush to clean system between color changes. If flushing is required, amounts of fluid required for flushing should be specified. (5) Proposal shall state electrical power requirements expressed in phase, voltage, hertz and amperage draw. ARSC has 3 phase 120, 208 and 408 volt, 60-hertz power available. (6) Proposal shall state requirements for air pressure expressed in PSI and any air filtering requirements. ARSC’s paint facility has an excess of 100 PSI available. (7) Proportioning unit(s) shall be programmable for creating and storing mix recipes in a simple, user-friendly environment. (8) Proportioning equipment shall be Class 1, Division 1 Rated. (9) Proposal shall specify a fluid delivery system to the unit(s) with material (base, catalyst and reducer) being available in a variety of multiple sized containers, generally one to five gallon pails. (10) Proposed delivery system should comply with 29 CFR 1910.107(e)(6) “Pipes and Hoses”. (11) Unit(s) requiring external customer supplied computer equipment should state minimum requirements expressed by type/speed of Microprocessor, RAM, operating system and media devices. (12) Proposal shall state commercial warranties, optional service plans, repair services offered, optional parts and calibration information. (13) Proposal shall include routine and non-routine maintenance procedures required to be performed by operators to preclude production losses due to improperly functioning equipment. (14) Proposals shall state degree of operator training to be provided prior to commissioning the system. Instructions to Offerors and Evaluation Factors will also be provided in the solicitation document. The Solicitation HSCG38-06-Q-800001 will be issued, available in hard copy during the site visit event, and posted to FedBizOpps on July 11, 2006. A closing date for receipt of offers will be established upon issuance of the Solicitation. An anticipated award date has not been established.
