Description
On or about Tuesday, August 1, 2006 plans and specifications will be available for work that includes, but is not limited to, providing all materials, labor and equipment required to renovate approximately 87,000 sf of the carrier operation on the ground and second floors of the Maine District Office space that is in an approximately 320,000 sf facility located at 125 Forest Avenue, Portland, Cumberland County, Maine. The estimated cost of the work is between $3,000,000.00 and $3,900,000.00 with construction completion no later than 270 calendar days after receipt of the Notice to Proceed. There will be a preproposal meeting held on site on Wednesday, August 16, 2006 beginning at 11:00 a.m. to discuss the specifics of this project. Attendance is not mandatory but is strongly suggested. Technical inquiries are to be addressed to the Project Architect, Al Robinson of RDK Engineers at (978) 475-0298 or to the USPS Project Manager, Andrew Stein at (603) 427-6282. This is not a formal invitation for bid; therefore, no bid bond or proposal guarantee is required. All offerors are required to submit a completed qualification package (Contractor Qualification Statment) along with a Company Health and Safety Plan which will be part of the evaluation process. Prior to award, the successful contractor will be required to submit a project specific safety plan acceptable to the USPS Contracting Officer. In accordance with USPS contracting requirements, the successful contractor will be required to submit a small, minority and woman owned business subcontracting plan before Notice to Proceed will be issued. Please note that the successful contractor is expected to recruit subcontracting proposals from minority and woman owned businesses as well as small businesses for the plan to be accepted. Also note that the USPS Northeast Area Environmental Health and Safety Guide Checklist must be reviewed, completed and signed by both the USPS Facility Manager and a representative of the successful contractor before work can begin. Since construction time will exceed sixty (60) days, contractor is bound by Contractor's Screening Requirements. Plans and specifications are available for $200.00 per set, non-refundable, Company check or money payable to the Disbursing Officer, USPS, from the Northeast Facilities Service Office, 6 Griffin Road North, Windsor, CT 06006-0300.
