Description
NASA/LaRC has a requirement for a Thulium Fiber Laser pumped Holmium Laser. The laser will be used as the transmitter source for the development of an advanced 3-dimensional Imaging Lidar system and will directly support the ongoing ?Autonomous Landing and Hazard Avoidance Program? and potentially will be incorporated into the future lunar and Mars landing missions. The Laser must meet the following performance requirements: Operational Wavelength 2053.5 nm +/- 1nm; Pulse Energy greater than 8mJ; pulse width (full width-half max) less than 18 nsec; pulse repetition rate 100Hz (Variable rate from 10 Hz to 200 Hz desirable); mode structure single transverse mode; polarization linear. NASA/LaRC intends to purchase the items from Q-Peak., who is the only known responsible source. Q-Peak provides the only known commercial source of a Thulium Fiber Laser pumped Holmium Laser capable of meeting the technical requirements necessary for . Additionally, the Holmium laser operating at 2 micron wavelength is compatible with with the operational wavelength of the novel phototransistor detector developed by NASA LaRC. The laser also has low power consumption, which is required due to limited power provided by the lunar landing vehicle. The sole source authority for this item the Test Program for Commercial Items (section 4202 of the Clinger-Cohen Act of 1996). The Government intends to acquire a commercial item using FAR Part 12. This acquisition is being conducted in accordance with FAR 13.5, Test Program for Certain Commercial Items. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on August 10, 2006. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
