Description
The United States Environmental Protection Agency, Region III is planning to award a Time and Materials, Fixed-Rate Indefinite Delivery Indefinite Quantity (IDIQ) contract for emergency and rapid response services for the removal of hazardous substances to be conducted under Section 104 of the Comprehensive Environmental Response, Compensation and Liability Act of 1980 ("Superfund"), as amended; Section 311 of the Clean Water Act (CWA), as amended by the Oil Pollution Act of 1990; Subtitle I of the Resource Conservation and Recovery Act (RCRA) and pursuant to the National Oil and Hazardous Substances Pollution Contingency Plan (NCP); Presidential Decision Document (PDD) #39; the Robert T. Stafford Natural Disaster Act, pursuant to the Federal Response Plan (FRP), and any reauthorizations or amendments to any of the above named statues and new response legislation. The RFP number is PR-R3-06-10094. The issue date will be on or about September 1, 2006. The proposed contract will include a minimum of $500,000 of cleanup work and a maximum to be negotiated. The resulting contract will have a one (1) year based period, and four (4) one year option periods. The contractor will provide needed cleanup equipment, personnel, materials and other resources to mitigate or eliminate any hazard or damage to the environment resulting from, or drills and exercises simulating the following: a release or a threat of release of oil, petroleum products, hazardous substances, pollutants or contaminants into the environment; the threat of fire and explosion and incidents involving terrorist acts, weapons of mass destruction, and nuclear-biological-chemical incidents; natural disasters during a Presidential disaster declaration. These response services are for EPA, Region III (Pennsylvania, Maryland, Delaware, Virginia, West Virginia and the District of Columbia). Response coverage will be the entire Region III area. Response time will require the contractor to deploy one (1) fully self-supporting Level A response team in 24 hours, and two (2) in 48 hours anywhere in Region III. Upon request and including any level A response personnel, the contractor shall deploy up to fifty (50) response personnel in forty-eight (48) hours, one hundred (100) response personnel in four (4) days and five hundred (500) response personnel in seven (7) days to anywhere in Region III.
