Description
The Naval Air Warfare Center Aircraft Division Lakehurst, NJ intends to negotiate on a sole-source basis with Olympus NDT (previously Staveley Instruments) for the acquisition of an Interim Support Items List (ISIL) for the Nortec 2000D+ Eddy Current Flaw Detector, PN 9744836, NSN 6R X 6635 01 529-0186. The Navy is seeking to procure contractor recommended spares and high usage repair parts required to support the End Item production units during the first 24 months after Initial Operating Capability (IOC) and until Material Support Date (MSD) is established. This NDI instrument induces detectable eddy currents in conductive materials and analyzes the response for flaw detection, thickness, weld inspection, conductivity, corrosion, and other applications. As the OEM (original equipment manufacture), Olympus NDI holds proprietary rights over the equipment, has the intimate working knowledge of the equipment, and can supply the necessary high usage spare and repair parts necessary to support the Eddy Current Unit from IOC to MSD. The Government does not own sufficient data, drawings, or other specifications to permit full and open competition. This synopsis is issued for information only and is not a request for competitive proposals. Companies interested in providing an offer must be able to demonstrate in writing, by 14 August 2006, their capability to provide this equipment. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government.
