Description
The National Institutes of Health (NIH) intends to negotiate and award on a sole source basis with Dr. Ernesto F. Moreira, 5820 Inman Park Cir. #110, Rockville, Md. 20852 to provide research services for molecular biology, for a period of one year. It is the NIH belief that Dr. Moreira is the only known source who has the necessary experience in molecular biology, cellular biology and developmental biology to create the genetically modified animals for the biological research. 1. The contractor shall provide molecular biology services for a project to knock down the expression of scavenger receptors SR?B1 and SR-B11, which are expressed in the photoreceptors of the retina and are believed to be involved in internal lipid transport. 2. The Contractor shall participate in knocking down the expression in rats specifically in the photoreceptors and RPE without affecting systemic expression. 3. The contractor shall create specialized molecular constructs containing photoreceptor and/or RPE specific promoters to target the knockdown. 4. The contractor shall examine the genetically modified rats before and after giving the rats different types of lipids systemically to determine the precise function of the SR-Bs. 5. The contractor shall examine the rat retinas for physiological, morphological and biochemical changes after different treatments. 6. The contractor shall have five years or better experience in developmental biology. 7. The contractor shall have five years or better experience in cellular and developmental biology. 8. The contractor shall have eight years or better experience in molecular biology. 9. The contractor shall have knowledge of the techniques and overall goals of the laboratory located in the section on Mechanism of Retina Diseases, LRCMB, National Eye Institute. 10. The contractor shall perform the duties at the National Eye Institute, NIH, Bethesda, Maryland and at relevant scientific meetings, at no additional cost to the government. This proposed action is for services for which the government intends to solicit and negotiate with only one source. Interested parties may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive quotations. However, all quotes received within three days after the date of publication of this synopsis will be considered by the government. A determination by the Government not to compete this proposed simplified acquisition requirement based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive acquisition.
