- THIS IS A COMBINED SYNOPSIS SOLICITATION WHICH CONSTITUTES THE ONLY SOLICITATION. A WRITTEN SOLICITATION WILL NOT BE ISSUED. The National Cancer Institute (NCI) plans to procure the brand name Perkin Elmer or equal; 1) Perkin Elmer UltraView ERS 6 FO-US spinning disk confocal microscope system which consists of the following catalog numbers: SpecialLv1, L7000176, L7200240, L7205070 LV17200102POS0. This acquisition will be conducted under the procedures for acquiring commercial items authorized in FAR Part 12, the authority to use simplified procedures for commercial requirements as provided in FAR 13. The North American Industry Classification System code is 334516 and the business size standard is 500 employees. This solicitation: No. RFQ-NCI-60124-NG includes all applicable provisions and clauses in effect through FAR FAC 05-11 (July 2006) simplified procedures for commercial items. Statement of Work: Contractor shall provide the UltraVIEW ERS 6FO-US spinning disk confocal microscope system or equal which consists of the following catalog numbers: Special Lv1, L7000176, L7200240, L7205070 LV17200102POS0. The existing Government owned Perkin Elmer UltraView LCI CSU10 will be traded-in for the Perkin Elmer UltraView ERS 6 FO-US spinning disk confocal microscope system or equal. CLIN 1: Spinning disk confocal: Cost $___________, (if needed, provide cost break down of instrument on the SF1449 Solicitation/Contract/Order for Commercial Items The following salient characteristics apply: 1) Spinning disk confocal system capable of generating 1000 images per second, 2) Fully automated selection of multiple excitation and emission wavelengths, 3) AOTF laser control, 4) Integrated high speed emission filter wheels, 5) CCD camera capable of producing 12 bit digital images of 1024 X 1024 pixels (6.45um X 6.45 um pixel size) at 8 frames per second, readout noise less than 6 electrons, cooled to at least -30C, 6) CCD chip quantum efficiency 55% at 400nm, 70% at 500nm and 45% at 700 nm, 7) Piezo-electric z-control capable of minimum step size of 50 nm moved in less than 1.5 ms, total focus range 100nm 8) 6 laser lines, 405 nm (7.5 mW at end of fiber guide), 440 nm (7.0 mW at end of fiber guide), 488 nm (15 mW at end of fiber guide), 514nm (15 mW at end of fiber guide), 568 nm (7.5 mW at end of fiber guide) and 640 nm (7.5 mW at end of fiber guide), 9) Capture of high speed single (70 msec/frame for dim YFP samples) and FRET multiple sequential wavelength (3 frames/450 msec of dim FRET samples) images, multiple image Z stacks (27 section 3 color sequential image in 9.5 sec; 29 section 4 color sequential image in 24 sec of dim T cell and B cell comjugates) over an arbitrary number of timepoints; these image capture times must be verified on cell lines provided by the customer, 10) Mosaic display of images during image capture experiment integrated into current software not provided as separate script, 11) System must be compatible with the Government owned Zeiss Axiovert 200 microscope. CLIN 2: Trade-In allowance: Cost $______________ The existing Government owned Perkin Elmer UltraView LCI CSU10 will be traded-in for the Perkin Elmer UltraView ERS 6 FO-US spinning disk confocal microscope system or equal. 2 Delivery: Contractor shall deliver the item within ninety (90) days after award to: NIH/NCI Bethesda, Maryland 20892. Upon award and delivery, contractor must notify the NCI Project Officer to schedule a delivery date and time. 3 Installation: Contractor shall install the equipment and have ready to use within seven (7) days after delivery. 4 Training: Contractor shall provide training for use of equipment, software and related use for one (1) NCI researcher at above location within one week of installation. 5 Payment: Payment shall be made after delivery and installation of equipment, upon Government acceptance. Basis for Award: Offerors must provide descriptive literature or other materials that demonstrate their offer meets the forgoing requirements. The contract will be awarded to the responsible offeror with the lowest price offer that fully meets the requirements of the solicitation. 52.211-6 ?? Brand Name or Equal (Aug 1999) (a) If an item in this solicitation is identified as ??brand name or equal,?? the purchase description reflects the characteristics and level of quality that will satisfy the Government?s needs. The salient physical, functional, or performance characteristics that ??equal?? products must meet are specified in the solicitation. (b) To be considered for award, offers of ??equal?? products, including ??equal?? products of the brand name manufacturer, must (1) Meet the salient physical, functional, or performance characteristic specified in this solicitation; (2) Clearly identify the item by; (i) Brand name, if any; and (ii) Make or model number; (3) Include descriptive literature such as illustrations, drawings, or a clear reference to previously furnished descriptive data or information available to the Contracting Officer; and (4) Clearly describe any modification the offeror plans to make in a product to make it conform to the solicitation requirements. Mark any descriptive material to clearly show the modification. (c) The Contracting Officer will evaluate ??equal?? products on the basis of information furnished by the offeror or identified in the offer and reasonably available to the Contracting Officer. The Contracting Officer is not responsible for locating or obtaining any information not identified in the offer. (d) Unless the offeror clearly indicates in its offer that the product being offered is an ??equal?? product, the offeror shall provide the brand name product referenced in the solicitation. (End of provision). Mark any descriptive material to clearly show the modification.
