Description
DESCRIPTION: THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6-STREAMLINED PROCEDURES FOR EVALUATION AND SOLICITATION FOR COMMERCIAL ITEMS-AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED, AND A WRITTEN SOLICITATION DOCUMENT WILL NOT BE ISSUED. THIS SOLICITATION IS BEING ISSUED USING SIMPLIFIED ACQUISITION PROCEDURES. This solicitation is a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 06-09. The associated North American Industrial Classification System (NAICS) code for this procurement is 339111. The acquisition is 100% set-aside for small business. To qualify as a small business, the manufacturer and the distributor must be classified as a small business under the NAICS code identified above. The National Institute of Standards and Technology (NIST) has a requirement for one (1) Ultra Microbalance. LINE ITEM 0001: Quantity one (1) each Ultra Microbalance meeting all of the following required specifications: 1. The ultra-microbalance shall have a readability of no less than 0.1 micrograms from 0 to 5.1 grams; 2. The ultra-microbalance shall have a repeatability of 0.2 micrograms at half-load, and 0.4 micrograms at full-load, with a linearity of 2 micrograms and 4 micrograms; 3. The ultra-microbalance shall have Fully Automatic Calibration Technology, with the ability to start calibration with a touch of a button. The calibration shall have a programmable date and time activation, and can be set to start with a change in ambient temperature of 1 degree Celsius; 4. The calibration function shall include a linearity check; 5. The ultra-microbalance shall have access to the weighing pan via hands-free automatic doors; 6. The ultra-microbalance shall come with multiple built-in applications, including pipette calibration, density determination, differential weighing, and statistics; 7. The unit shall have the ability to store password-protected individual configurations for eight users, controlled by an administrator function that is also password-protected; 8. The unit shall separate the weighing platform from the display; 9. The unit shall have a minimum of 1 year onsite warranty; 10. Installation: The ultra-microbalance must come standard with an installation qualification and operational qualification (IPAC). The IPAC must be performed by a factory trained employee of the manufacturer. The IPAC service shall include the creation of a Balance Test Confirmation certificate for the balance. As part of the IPAC service, the service technician shall provide brief training on the unit to the end user. Delivery shall be FOB Destination. FOB Destination means the contractor shall pack and mark the shipment in conformance with carrier requirements, deliver the shipment in good order and condition to the point of delivery specified in the purchase order, be responsible for loss of and/or damage to the goods occurring before receipt and acceptance of the shipment by the consignee at the delivery point specified in the purchase order; and pay all charges to the specified point of delivery. Award shall be made to the quoter who meets all required technical specifications as determined by a review of documentation submitted in accordance with this solicitation and quotes the lowest price. Evaluation of Technical Capability shall be based on the information provided in the quotation. Quoters shall include the manufacturer, make and model of the product, manufacturer sales literature or other product literature which CLEARLY DOCUMENTS that the offered product meets or exceeds the specifications stated herein. Offerors shall ensure the RFQ number is visible on the outermost packaging. Submission must be received by 2:00 p.m. local time on July 07, 2006. E-MAIL QUOTES SHALL BE ACCEPTED.
