Description
NASA/KSC has a requirement for (1) Portable multifunction data acquistion system (1 ea); (2) Complete turn-key data acquisition software package (1 ea); (3) Dewesoft add-on for single phase and three phase power quality analyis with software phase lock loop for tracking systems with varying base frequencies from 10 Hz to 900 Hz (1 ea); (4) 16-channel PCI A/D board, 16 bit resolution, simultaneous sampling, 100 kS/s per channel, 8 digital I/O and 2 synchronous 32 bit counter / encoder or 8 additional digital inputs (1 ea); (5) High voltage isolation module (4 ea); (6) Medium voltage input module (4 ea); (7) AEMC MR411 DC/AC Current Probes (4 ea). NASA/KSC intends to purchase the items from Dewetron, Inc., 4259 Old Post Road, Charlestown, RI 02813 USA. Contracting without full and open competition is permitted pursuant to 10 U.S.C, 2304 (c)(1) and/or other authority as appropriate, because the services and/or supplies required are available from only one responsible source and no other type of supplies or services will satisfy the agency requirements. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on August 4, 2006. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
