Description
NASA/ARC has a requirement for Ten SRAM-20 ARC-JET Test Samples for ST-9 Aerocapture Mission. NASA/ARC intends to purchase the items from Applied Research Associates. SRAM-20 is a thermal protection material invented by ARA Ablatives Laboratory. ARA Ablatives Laboratory is the only manufacturer that makes SRAM-20. We require 10 x SRAM-20 TPS material models with representative ST-9 structure that are 5.0-in. diameter short cylinders, "Iso-Q" shaped, with a convex test surface of 5.0-in. radius. The center of the SRAM-20 ablative layer will have a thickness of 1.3-in. and the shoulder of the sample will have a 0.25-in. radius. The sample substrate will be ST-9 type composite sandwich structure (graphite face sheets with aluminum honeycomb core) supplied GFE via ATK Composite Optics, Inc. The substrates will be 4.0-in. diameter (smaller than the ablative layer) so that the sample can mount to a standard test sleeve made from FRCI ceramic. Each ablator sample will contain an "instrumentation plug" of 1.25-in.diameter. This plug will have four in-depth thermocouples set at depths of 0.02 (Type R), 0.40 (Type K), 0.60 (Type K), and 0.80 (Type K) in. below the sample test surface. Each sample will also contain a bond line thermocouple between the SRAM-20 layer and the composite structure and a thermocouple at the back face of the composite structure. These models are to be tested in support of the ST-9 program. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on August 11, 2006 to Christine M. Benavides at Cbenavides@mail.arc.nasa.gov . Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
