Description
NAICS Code: 334516 The U.S. Environmental Protection Agency (EPA) intends to negotiate a sole source purchase order under Simplified Acquisition Procedures to Malvern Instruments inc., 10 Southville Road, Southborough MA 01772 for the acquisition of Zetsizer Nano, Model: ZEN3600,for the measurement of size and charges of nanoparticles. Nano particle safety research is a increasingly important area for EPA and accurate measurement and size of the particles under study are critical to this research. The Malvern Instrument Zetasizer ZS is the only DLS instrument that utilizes back-scatter optical particle size measurements combined with zeta potential measurements in a single instrument. A particle size range of 0.6nm-6000nm over a concentration range of 0.01mg/ml-30%/wt. The Zetasizer also has a unique sample temperature range from 2 degrees c to 90 degrees C, controlled to 0.1 degree. Measurements of both particle size and zeta potential are made using re-usable but disposable cuvettes. This eliminates the tedioud procedure of cleaning and aligning cells. The Zetasizer also has an optional Auto-titrator that can automate the zeta potential vs. pH measurements. This titrator is completely integrated into the system and includes controlling software. Other software features includes an SOP operating environment and the ability to calculate both Intensity weighted and Volume weighted size reports. Custom reports can be generated using the Report Designer Feature. EPA has identified Malvern Instruments Inc., The only vendor capable of satisfy the requirement. The circumstance permitting is FAR 13.106(B) "only one source reasonably available". The intent of this notice is to determine if any other source(s) exist, and therefore, no solicitation (RFQ) is available. Consequently, any response failing to provided the aforementioned data and instead choosing to merely submit a routine letter requesting a copy of the RFQ will be ignored. The information received in response to this notice will be considered solely for the purpose of determining whether or not to conduct a competitive procurement. Interested parties who can meet the above requirements may submit written qualification statements, fully explaining their capability no later than 10 days after the date of this publication.
