Description
NAVSEA PEO SHIPS PMS325G is conducting a survey of potential sources for Riverine Craft that serve as a platform(s) for Multi-Mission (Assault & Armed escort operations; Patrol/Interdiction & Troop/Supply - lift operations) and Command & Control operations. The primary purpose of the Navy?s Riverine Force will be to conduct Maritime Security Operations in the GWOT including: Riverine area control/denial, Interdiction of Riverine Lines of Communication, Fire Support, Insertion / extraction of conventional ground forces and Theater Security Cooperation. Craft employment will be Day / Night, all weather employment with minimum 24 hour endurance at patrol speed to operate on: Navigable portions of major rivers, deltas, lakes, harbors and bays to sea state 3. Craft will operate versus a level II threat (Joint Pub. 3-10), including: small tactical, waterborne units, and unconventional warfare units armed with small arms, rocket propelled grenades, and machineguns, improvised explosive devices and mines. Craft will operate from a sea or expeditionary shore base. Notionally the differences in mission do not preclude the same base craft from meeting the requirements in each case. System development should be complete and ready for production integration in FY 2007. The objective of each craft is to increase waterborne fighting and patrolling capabilities in mainly shallow waters while providing a uniformity of controls and electronic display arrangements, operations and maintenance and logistics throughout the fleet to enable more effective waterborne training for combat use. Notional craft characteristics are as follows: Compliment & Loading: (285 lbs per person +650 lbs allowance) ?Notional 5-7 crew (3-5 gunners, Coxswain & Boat captain, OIC). ?Multi-mission craft ? reconfigurable to transport up to 13 troops or equivalent cargo. Performance: ?35 kt. cruise, top speed of 40 kt.; fully operational in sea state 3. Accelerate from 0 to 25 knots in 15 seconds; effectively tow another similar sized craft and be towed; turn 180 Deg. in less than 2 boat lengths, and must be stable in high speed turns. ?Machinery and equipment must operate at all speeds and engine rpms in no more than 4 feet of water at temperatures of 28 to 95 deg. F and air temperatures of -20 to 125 deg. F (lower temps. for storage) ?24 hour operating endurance, a min. range of 250 N.M. at some combination of patrol and cruise speeds at the most economical engine rpms and best possible hull speeds to achieve this. Transportability: ?Craft must be highway transportable with trailer (intended prime mover is MK23 7.5 ton vehicle, other options may be considered); Trailer- Proven rough terrain, must allow unimproved river bank launch and recovery. ?C-17 internal air transportable and CH-53 external air transportable. ?Lifting eyes to allow launch/recovery with CH-53 transport and crane. ?Craft/Trailer will include tie downs for lifting operations with CH-53 external air, C-17 internal air and sea transport. Features of construction: ?If Aluminum Hull 5086. If collar is fit must have a protective cover resistant to abrasion suitable for heavy use in commercial marine environments. ?Hull Color- Camouflage paint scheme using all no-luster paint ?Regular beaching by the bow in a sand, gravel or loose beach stone without deformation of the shell plate or keel structure. Withstand grounding at speed without adverse effects. ?Transom or stern platform should extend over the jets/propulsor to provide protection. ?Hull shall remain afloat, upright and level when breached by enemy action, maritime accident and/or swamped. ?Features to allow boarding of other vessels. ?Built in or stowable, preferably automated means to enable boarding/disembarking persons and cargo by the bow when beached. Any bow feature must also be deployed/stowed manually by 1(preferably)-2 men. ?Arch/Mast/Cabin-top sized for all required components. If stowed for transport or low obstruction avoidance, must be safely handled by 1-2 men. ?If open, non-fixed canopies must be installed to shade the gunners and crew and passengers. ?Low profile tie downs in the deck for gear and cargo; re-configurable seating for troops Mechanical: ?Engine(s) able to run on diesel, JP8 and JP5, with 24v ignition protected components with self cleaning strainers or an alternate closed loop cooling system integral to the hull, and wet exhaust routed to minimize any noise; IR and visual signature. ?Mechanical layout should maximize maintenance access in keeping with survivability placement. Electronic Accessories - C4ISR Objective: Secure boat to boat, boat to shore and boat to air communications and data transfer. A modular open architecture designed, integrated craft network capable of taking inputs from engines, EO/IR system, Radios, Radar, Charting System, Blue Force Tracker, GPS, Digital Compass, Depth Sounder, craft systems and displaying outputs on slave display units, namely a helm, OIC, and/or Boat Captains station. The system shall survive and operate in the maritime environment and withstand the shock and vibration expected on a craft of this type. Required electronics: ?Integrated Marine radar, depth sounder, electronic chart plotter, and back up position data provided by a commercial GPS receiver (with WAAS/Differential error correction). ?Marine Band VHF Radio, VHF Tactical, HF, UHF, SATCOM, loud hailer with speaker, Radio Control Intercom system, Blue Force Tracker, Magnetic Compass, EO/IR device. ?Control area must accommodate multiple fixed screen displays and one computer workstation. ?Control area must provide weather tight protection for all the required individual components. ?IR strobe, headlamps and spotlight. ?All mission essential control light sources and displays to be NVIS compatible. Electrical: ?24v ungrounded & 12v system via a converter; dual battery bank maintenance free; battery switch(s); circuit panel breaker style, double pole protection for each circuit; Full instrumentation package (analog style gauges run from engines or engine computer controller); reserve battery capacity for extended loiter operations. ?Necessary plug-in stations for intercoms on deck at each manned station and in the control area. Required plugs for motorized manned and un-manned weapons on deck. ?NATO Plug (jump start plug & additional battery switch) Protection: Mobility - Personnel ?Protection is to be provided for the Mobility System (propulsion system, propulsion support systems and control components) and Coxswain Station against NIJ level III type threats. ?Additional up armor packages/kits coverage to protect troops carried onboard and the gunners up to their midriff when standing at their weapons. These may be separate ?tub? or combined protective systems. ?OBJECTIVE - passive RPG/IED threat protection or active protection (see below). Weapons: ?360 degrees of coverage with Heavy Machine Gun capable foundations ?Must accommodate a stabilized weapon forward or aft. ?Craft must provide power and plugs for GAU-17 weapon. ?Installation of Fixed Smoke grenade launchers on stern P&S. ?Active RPG/IED defensive protection or passive protection (see above). The craft must have a low visual, acoustic noise (Level I Aural non-detectability), and IR signature. Please include the willingness of the company to participate in demonstration(s) of their product, be it the complete solution or a system or component-part of the whole. NAVSEA will not pay or provide reimbursement for any costs incurred in the preparation of delivery of the requested information. Industry firms capable of providing the required systems, in whole or in part, are invited to submit a response to this notice. NAVSEA anticipates using the GSA schedule for this opportunity although interested parties not currently on the GSA schedule are encouraged to participate in the Request For Information. Firms should identify/submit a copy of their GSA schedule, if applicable. Firms should also include literature, brochures, price lists, and capabilities summaries directly addressing their ability to meet the aforementioned needs.
