The United States Government, represented by the Department of State, is seeking proposals (OF 612?s) from U.S. citizens interested in providing the PSC services described in the attached. PLACE OF PERFORMANCE: Bogota, Colombia 8. JOB DESCRIPTION: See below GENERAL STATEMENT OF THE PURPOSE OF THIS CONTRACT AND RESPONSIBILITIES OF THE CONTRACTOR A. BACKGROUND: The incumbent serves as the Management Officer for the Narcotics Affairs Section (NAS) and is responsible for providing management direction for audit, financial, procurement, logistics, personnel, construction, and end-use monitoring activities in support of the NAS?s $460 million annual budget. The NAS is a self-contained financial operation which operates a warehouse, and a shipping and receiving section in coordination with Colombian agencies, and does its own customs clearances. The incumbent manages a unit of almost 90 employees and directly supervises eight locally hired employees.The incumbent?s section provides the full range of management services to the 593 NAS contract employees. The incumbent reports to the NAS Deputy Director. B. PURPOSE: The incumbent plays a central role and interacts at all levels with officials at the U.S. Embassy in Bogota as it relates to the extensive management support in carrying out Plan Colombia and Andean Counterdrug Initiative (ACI) objectives. Under the auspices of ACI, the NAS budget is over $460,000,000 for the next fiscal year. Successful performance in this position is critical to the success of the ACI. I. STATEMENT OF WORK A. Performs all duties of Financial Management Officer, except for certifying authority, for the $460 million NAS budget which funds program/administrative activities in support of the Colombian National Police, Colombian Army, Colombian Air Force, Colombian Navy, NAS Aviation Unit, and NAS?s 593 employees. B. With the exception of contracting authority, supervises a procurement staff generating a complex array of procurements. Supervises preparation of complex contract requests for proposals and attendant actions to execute complex technical contracts ranging from high cost aviation items to multi-million USD construction projects. C. Manages host country reimbursement program in excess of USD one million annually to ensure host country expenditures are consistent with bilateral agreements and consistent with regulatory guidance. Exercises authority to deny host country reimbursement as appropriate. D. Supervises logistical support program for Colombian National Police Aviation unit and the NAS Aviation Unit. Responsible for institutionalizing an extensive inventory and end use monitoring program for over 10,000 line items maintained at a main operating base and four forward operating locations. The value of this inventory is almost one billion dollars. Has direct supervision of five logistics advisory personnel and significant influence on activities and performance of over 25 National Police personnel. E. Supervises consolidated warehouse operation for all commodities destined for all extensive host country counternarcotics projects supporting over 2,500 NAS and host nation personnel in 25 locations. Responsible for ensuring accountability of commodities and appropriately documented turnover to host country. F. Supervises an architectural and engineering section charged with development, management, and oversight of construction projects in support of various counternarcotics projects throughout Colombia. Section is involved from project concept through completion. Responsible for ensuring all designs and construction meet acceptable standards and appropriate US Government agency approvals are obtained. G. Supervises computer systems operations which include both internal and external assets and networks and provision of technical assistance to systems managers of host country agencies. H. Responsible for NAS administrative functions ranging from translation support, personnel management, secretarial support, to unique support for a variety of special technical teams in country for varying periods. I. Provide direction and guidance to the NAS Director and Deputy Director on internal control procedures to safeguard program assets against misuse or abuse in accordance with federal laws and Department policies. II. MINIMUM QUALIFICATIONS A. U.S. citizen, eligible for a State Department security clearance; B. B.A. degree, preferably in Business Administration. Six years of relevant management and finance experience may be substituted if the degree is in another field; C. Previous experience with State?s financial and general services operations; D. Typing and basic computer skills needed to use information technology and management systems required. Computer skills should include word processing and spreadsheet applications; E. Knowledge of ICASS financial system and State?s procurement and contracting process; F. Familiarity with Department of State management regulations and procedures; G. Spanish language proficiency is required; H. Ability to effectively communicate information orally and ability to effectively communicate in writing; I. Ability to deal with a wide range of American, Foreign, and international organization personnel connected with the ACI; J. Skill in negotiating. III. POSITION ELEMENTS A. The incumbent must exercise a significant degree of judgment with regard to political, social, and economic issues that arise in connection with the counternarcotics programs in the region. B. Effective performance of duties is critical to the success of the ACI. C. The incumbent will exercise a high degree of independence, decision-making and judgment for planning and accomplishing assignments. Little detailed guidance or direction will be provided by supervisors. Incumbent will report directly to the Deputy Chief of the Narcotics Affairs Section. IV. Evaluation Criteria Factor 1. Offeror?s demonstrated experience in the State Department?s procurement, contracting, warehousing, and shipping procedures and guidelines. (25 points x _________ = ________) Factor 2. (25 points x ________ = __________) B. COMPENSATION: Compensation for the position will be negotiated as follows: Level of experience will dictate the salary level within the grade range. Entry level salary will normally be at the first step of the grade range for the position. However, consideration will be given to the successful applicant?s experience that is specifically relevant to the position to be filled. Number of years of relevant experience will determine at what step within the grade range the successful applicant will be compensated. C.
