- THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6-STREAMLINED PROCEDURES FOR EVALUATION AND SOLICITATION FOR COMMERCIAL ITEMS-AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED, AND A WRITTEN SOLICITATION DOCUMENT WILL NOT BE ISSUED. This solicitation is a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-11. The associated North American Industrial Classification System (NAICS) code for this procurement is 333911 with a small business size standard of 500 employees. This requirement is unrestricted and all interested Contractors may submit a quotation. The National Institute of Standards and Technology is seeking to purchase Various Dry Rotary pumps. Background: NIST has a requirement for various dry scroll pumps in three sizes corresponding to differing facility requirements. These pumps are used in support of neutron scattering experiments and must offer a high degree of reliability. They are used in conjunction with helium-based cryogenic equipment, continuously pumped beamline operations, laboratory facilities, and other uses requiring very clean operation. These pumps are used primarily in pumping on air or helium gas, with the expectation that the pumps will be operating continuously. Line item 0001, 0002, and Option Line Items 0004, 0005, 0006, 0007, 0008, and 0009 are BRAND NAME or EQUAL items. B.O.C. Edwards pump model numbers XDS-5, XDS-10, and XDS-35 or equivalent would satisfy this requirement. Brand name or equal description is intended to be descriptive, but not restrictive and is to indicate the quality and characteristics of products that will be considered satisfactory to meet the agency?s needs. All interested Contractors shall provide a quote for the following: Line Item 0001: Quantity Two (2) B.O.C. Edwards Model # XDS-5 Dry Scroll Pump or EQUAL. Line Item 0002: Quantity Six (6) B.O.C. Edwards Model # XDS-35 Dry Scroll Pump or EQUAL. Line Item 0001, 0002, and Option Line Items 0004, 0005, 0006, 0007, 0008, and 0009 shall meet or exceed the following salient characteristics: 1. The minimum functional requirements specific to each size pump in this solicitation are described as follows: A)XDS-5 must have a pumping speed at 60 Hz (m3/hr)of 5, an Ultimate Pressure (torr) of .05, and an Inlet/Outlet connection of NW25/NW25; B)XDS-10 must have a pumping speed at 60 Hz (m3/hr)of 10, an Ultimate Pressure (torr) of .05, and an Inlet/Outlet connection of NW25/NW25; C)XDS-35 must have a pumping speed at 60 Hz (m3/hr)of 30, an Ultimate Pressure (torr) of .01, and an Inlet/Outlet connection of NW40/NW25. 2. The vacuum chamber must be isolated from all forms of hydrocarbons, including hydrocarbons associated with pump bearings. 3. Voltage requirement is dual range of 115V/230V, 50/60Hz; factory set to 115V. 4. Standard line cord included for 115V operation. 5. Replacement repair kits (tip seal kits) must be available and pumps must be field serviceable. NIST?s routine maintenance schedule for these pumps will consist of yearly replacement of the tip seals. Maintenance must be able to be accomplished in under 30 minutes for any given pump. Line Item 0003: Training: The Contractor shall provide on-site training for NIST employees (maximum 4 employees). The training shall provide user instruction/demonstration and troubleshooting. Training shall be completed at NIST, Gaithersburg, MD. The Contractor shall propose the number of hours required for training, the topics that shall be covered in the training course, and the Contractor?s availability of on-site training. Inspection and Acceptance: Units will be uncrated, inspected for mechanical integrity, and vacuum performance tested by the Technical Point of Contact at NIST. The vacuum performance test will check ultimate pressure after 24 hours of operation. Acceptance is based upon meeting the minimum technical specifications for ultimate pressure and electrical set-up. The delivered items shall be tested by the Government not later than 30 days after delivery. OPTION LINE ITEMS: The following line items are Option Line Items. The Contractor shall provide pricing for these items. The prices quoted for Option Line Items 0005 and 0007 shall remain effective for a period of one year from the date of award. The prices quoted for Option Line Items 0004, 0006, 0008, and 0009 shall remain effective for a period of two years from the date of award. Award of the option line items is solely at the discretion of the Government. Option Line Item #0004 Quantity Two (2) B.O.C. Edwards XDS-5 dry scroll pump or equivalent, per the above salient characteristics. Option Line Item #0005 Quantity Two (2) B.O.C. Edwards XDS-10 dry scroll pump or equivalent, per the above salient characteristics. Option Line Item #0006 Quantity Two (2) B.O.C. Edwards XDS-10 dry scroll pump or equivalent, per the above salient characteristics. Option Line Item #0007 Quantity One (1) B.O.C. Edwards XDS-35 dry scroll pump or equivalent, per the above salient characteristics. Option Line Item #0008 Quantity One (1) B.O.C. Edwards XDS-35 dry scroll pump or equivalent, per the above salient characteristics. Option Line Item #0009 Quantity One (1) B.O.C. Edwards XDS-35 dry scroll pump or equivalent, per the above salient characteristics. ***The Contractor shall state the warranty coverage provided for the instrumentation. *** ***Delivery shall be completed not later than 90 days after receipt of an order. Delivery terms shall be FOB Destination. FOB Destination means: The contractor shall pack and mark the shipment in conformance with carrier requirements, deliver the shipment in good order and condition to the point of delivery specified in the purchase order, be responsible for any loss of and/or damage to the goods occurring before receipt and acceptance of the shipment by the consignee at the delivery point specified in the purchase order; and pay all charges to the specified point of delivery. The contractor shall deliver line item 0001 and 0002, and option line items if the options are exercised, to NIST, Building 301, Shipping and Receiving, Gaithersburg, MD 20899-0001. *** Award shall be made to the quoter whose quote offers the best value to the Government. The Government will evaluate information based on the following evaluation criteria: 1) Technical Capability factor "Meeting or Exceeding the Requirement," 2) Past Experience, 3) Past Performance, and 4) Price. Technical Capability, Past Experience, and Past Performance shall be of equal importance to price. If Technical Capability, Past Experience, and Past Performance combined are equivalent, price shall be the determining factor. Technical Capability Evaluation of Technical Capability shall be based on the information provided in the quotation. Quoters shall include the manufacturer or brand name, make and model of the products, manufacturer sales literature or other product literature which addresses all salient characteristics, and clearly documents that the offered product meets salient characteristics stated above and meets the needs of the Government in essentially the same manner as the brand name. Quoters must provide product literature for each size pump offered. The product literature must describe the standard warranty terms. Please state whether our described use and maintenance schedule is covered by this warranty. This product literature must cover regular field maintenance procedures (replacement of tip seals for the B.O.C. Edwards pumps described). Past Experience The Contractor shall describe their past experience performing similar work, explain how their experience is relevant to this project, and how their experience will ensure successful completion of the project. Past Performance Past Performance will be evaluated to determine the overall quality of the product & service provided and the Contractor?s history of meeting delivery schedules for prior deliverables. Evaluation of Past Performance shall be based on the references provided and/or the quoters recent and relevant procurement history with NIST or its? affiliates. Offerors must provide a list of at least three (3) references to whom the same or similar equipment has been provided. All quotes shall be sent to the National Institute of Standards and Technology, Acquisition Management Division, Attn: Andrea G. Parekh, Building 301, Room B158, 100 Bureau Drive, Stop 1640, Gaithersburg, MD 20899-1640. Submission shall be received not later than 3:00 p.m. local time on August 11, 2006.
