Description
A. The purposes of this amendment are (i) to correct the citation for the applicable Federal Acquisition Circular (FAC) to which the requirements of this solicitation and incorporated provisions apply; (ii) to provide responses to questions received for this solicitation; and (iii) to extend the due date and time for submission of quotations to August 2, 2006 at no later than 3:30:00PM Eastern Time. B. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2006-11. C. Questions received for this solicitation and the Goverment's responses to those questions are as follows: Question 1: Are you requesting this to be an extended 2 door or a 4 door chassis? Response: NIST requires an extended cab chassis with 4 doors (2 doors for the front seats, 2 doors for the rear seats). Question 2: What length of body do you wish to obtain? Response: This is at the Offeror?s discretion. Question 3: 4 wheel drive; automatic or manual locking hubs? Response: Automatic locking hubs are required. Question 4: Are you requiring GXL or SXL wiring for emergency lights and do you want it in protective loom? This is at the Offeror?s discretion. Question 5: Siren amplifier: 100 watt or 200 watt with a dual driver? Response: This is at the Offeror?s discretion. Question 6: Siren speakers: 1 or two and location for mounting; bumper or grille guard? Response: This is at the Offeror?s discretion. Question 7: Body materials: galvanneal steel, aluminum, fiberglass or composite? Response: This is at the Offeror?s discretion. Question 8: Thickness of Service Body? Response: This is at the Offeror?s discretion. Question 9: Maximum weight put in any compartment of the body? Response: Requirement is for a utility style body, since it will need to hold chainsaws, leaf blower, racks, gas jugs, etc. Question 10: Dimensions of Skit unit? Ht, width, length, clearance necessary? Response: NIST will have skid unit custom built for the truck body that is acquired by NIST. NIST is responsible for having this fitted, not the Offeror. Question 11: Flashing lights front: Do you want flashing headlight strobes or separate 7"x3" grille or grille guard mounted strobe lights? Response: This is at the Offeror?s discretion. Question 12: Rear lighting: Do you want the emergency lights mounted on the left and right rear of the body for safety semi flush? and if so do you want 9"x7" or 7"x 3" size? Response: Semi flush. Size is at the Offeror?s discretion. Question 13: The lightbar does not mention any flood lights or service lights? Do you need any additional lighting for this on the body or lightbar? Response: Lights shall be in accordance with NFPA 1901. Question 14: Do you want matting in the exterior compartments to prevent damage to the compartment bottom? Response: This is at the Offeror?s discretion. Question 15: The estimated weight for the skid unit is 2375 lbs with water. How much additional weight will be carried on the vehicle? Response: 1,000lbs that is crew, hose, tools Question 16: Dimensions of Indian Tanks: An "Indian Tank" is a simple water can that holds about 5 gals. of water. The dimensions are 9 inches wide by 21 inches in height. Question 17: What is your anticipated annual mileage for this vehicle? Response: No more than 5,000 miles per year Question 18: Based upon your stated requirements I?m not sure that a single rear wheel vehicle is going to be adequate if I understand your requirements. Here?s how I see it, please tell me where I may be wrong in my assumptions: Single Rear Wheel vehicle: 10,000# GVW Weight of truck with diesel approximately: 6,400# Approximate Available Payload: 3,600# Less weight of the following: Utility Body: 1,100# Ext Bumper: 150# Skid: 775# 200 gallons of water: 1,600# Total before fuel, drivers, equipment: 3,625# It appears this vehicle with optimum weight distribution would be overweight. Response: Single rear wheel vehicles are the norm for fire departments across the nation for this type of fire fighting vehicle. The requirements for the vehicle are as stated in the original RFQ, as amended by the Government?s responses in this Amendment. Question 19: When do you need this vehicle to be in service? Response: Within 30 days after PO acceptance by the Contractor. For quotation preparation purposes, assume September 25, 2006 as the start date for service. Question 20: Can you provide the delivery location? Response: 100 Bureau Drive, Building 303 Room 126, Gaithersburg, MD 20899 Question 21: What class trailer hitch do you require on this vehicle? Response: Class 4 Question 22: Do you have a requirement on colors of light in the light bar? Response: per NFPA 1901 - (Red/white lights) D. QUOTATIONS SHALL BE SUBMITTED BY EMAIL in Microsoft Word format, Microsoft Excel format, Rich Text (.txt) Format and/or Adobe .pdf format to joseph.widdup@nist.gov. Quotations shall include the information listed in the solicitation under the section entitled "QUOTATION SUBMISSION INSTRUCTIONS. THE PRICING PORTION OF THE QUOTATION SHALL BE SUBMITTED AS A SEPARATE DOCUMENT FROM ALL OTHER PORTIONS OF THE QUOTE. Quotations must be received at joseph.widdup@nist.gov no later than 3:30:00 p.m. Eastern Time on August 2, 2006. FAXED QUOTATIONS WILL NOT BE ACCEPTED. E. All other terms and conditions of the solicitation remain unchanged and in full force and effect.
