Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested a written solicitation will not be issued. The solicitation is issued as a Request for Quotation. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001.05. This is a Small Business Set-Aside under NAICS Code 811219, Size standard $6.0. Marine Corps Base, Quantico, Virginia has a requirement to Rebuild/Repair of Compressed Natural Gas Pumping System. Scope: The contractor will provide all labor, parts, materials, management and, mobilization necessary for rebuild/repair, refinish, testing, and inspection of the Compressed Natural Gas (CNG) System, returning it to like new condition. The system is located at the Motor Transportation Section Building 3040 on Quantico Marine Crops Base, Virginia. The contractor will commence work within 7 working days after notice of award. The contractor will schedule work to limit downtime of the fuel site. The contractor will restore the CNG System in compliance with all applicable NFPA standards and regulations. The contractor will provide only Licensed or certified technicians to complete all work. All replacement parts will be new and carry the manufactures full warranty. All parts will be original manufactures equipment or the equivalent. Removal of all used, unserviceable parts, and debris will be part of the contract and the responsibility of contractor. All hazardous material will be disposed of according to state and federal regulations. . At the end of each day of work the contractor will remove all material and dispose of any hazards material. Fuel dispenser system will have the capability of fueling both 3600-PSI and 3000-PSI, and interface with automated fuel system. Contractor will provide warranty for finished product. At the end of the warranty period but before any maintenance contract starts, contractor will perform a complete inspection of site and bring into compliance. Contractor will respond to all trouble/emergency calls within 24 hours. Contractor will provide training on any new systems provided under this contract. Contractor will provide annual cost and complete breakdown for maintenance contract to include the following: 1. Weekly checks of the system and adjusts as necessary. 2. Monthly PM services. 3. Quarterly PM services. 4. Semi annual PM services. 5. Annual PM services. 6. Labor rate for repairs not included in annual contract. 7. Parts markup for parts not included in annual contract. Contractor will provide workers compensation and any other required insurance certificates. Period of Performance: Seven (7) days from the date of award for a period of one year. The following Provisions and Clauses apply to this acquisition: FAR 52.212-1, 52.212-2, 52.212-3, 52.212-4, and 52.212-5. Responses are to be received no later than 10:00 AM August 2, 2006, via e-mail Maria.Dickey@USMC.MIL.
