Description
The Regional Contracting Office-SW is soliciting quotations for the use of a facility, contractor personnel, and contractor furnished equipment and material to support a training validation exercise on Detainment Operations. The Government is seeking a facility that replicates a prison facility with the capability to hold up to 70 detainees. The facility should have all the functional capabilities that a normal prison would have, such as cell blocks, interrogation rooms, guard towers, and amenities for prisoners such as sleeping mats, towels, toiletries, prison uniforms and restraints; as well as an adequate office space for command and control functions. The facility must be within 100 miles driving distance of Twentynine Palms, for logistical resupply reasons. The facility should be capable of supporting approximately 210 personnel - including female personnel, and include amenities such as potable water, trash collections, toilet and shower facilities, billeting! for personnel. The Government intends to conduct 24-hour operations, in shifts. The Contractor will also be expected to provide ten Arabic speaking role players, both male and female, to serve along side military personnel serving as detainees. Role players will be expected to work for 12 hours per day, during the period of 12:00 pm to 12:00 am. Contractor instruction on Arab Culture, Terrorist Psychology, and Improvised Explosive Devices is also required. Such classes will be held throughout the course of the training evolution; which is expected to occur from 21 to 28 August 2006, with 20 August and 29 August being the actual arrival and departure days for Government personnel. The solicitation for this requirement will be issued before the close of business on 31 July 2006, and will provide more detail regarding quantities. Interested parties are encouraged to email the contracting officer, requesting a copy of the solicitation, or obtain the solicitation from the NECO website; once posted. Questions may be asked at the same time. This acquisition is reserved exclusively for small business under the NAICS code of 611699 with a size standard of $6 Million. Respondents will be expected to provide a proposal that lists their ability meet the requirements listed in the solicitation. This acquisition will be conducted using simplified acquisition procedures for commercial items under the authority of FAR 13.5. The Government intends to award a firm-fixed price contract for the services described herein and in the resulting solicitation.
