Description
This is a combined synopsis solicitation for commercial service prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This acquisition is 100% set aside for small business. Offerors other than small businesses are also invited to submit proposals. If no acceptable offers are received from small business the set aside will be automatically dissolved and offers received from other than small business may be considered for award. This request for quote (RFP) N00174-06-Q-0136 is the only written solicitation, which will be issued, unless amended. The solicitation document, incorporated provisions and clauses are those in effect through Federal Acquisition Circular 18. The NAICS code 325120. Size standard 1000. The offeror shall provide a firm fixed price offer for the pickup from Building 126 , Middle High Bay Area NAVSEA Seal Beach Division, evaluation and disposal of 271 cylinders. Cylinders are 60 cubic feet DOT 3AL cylinders used for calibration gases. These gases are non inert, non flammable gases. Offeror must safely vent all cylinders and dismantle valves from cylinders. Once the cylinders are vented, the offeror must evaluate the cylinders and values and return the government owned cylinders and valves to the 32nd St. Naval Base recycle center in San Diego, Ca. within 30 days of issuance of order. The cylinders must be transported IAW the code of Federal Regulations CFR 49 parts 106,107,110,130,171,172,173,174,175,176 and 177. The offeror must be IDTC Certified. Offerors must provide with their proposal a completed copy of FAR 52.212-3, Offeror Representations and Certifications-Commercial Items (June 2003).
