Description
The Customs and Border Protection, (CBP) DHS plans on awarding a non-competitive contract to Microsoft Consulting for one-year to obtain ?blue badge? consulting services for support and programming of the servers that support eh Automated Targeting Systems (ATS). The ATS is a major software component within the CBP which provides the following support: ATS - AT (Anti-Terrorism)- supports CBP?s mandate to develop a system able to target high-risk inbound and outbound shipments aboard passenger aircraft; ATS-P (Passenger)- supports CBP?s mandate to target suspects for transactional crimes, including narcotics trafficking and money laundering; and ATS-N (Narcotics)- supports CBP?s mandate to perform high speed- automated review and analysis of shipment data, and ranking shipments by level of suspicion of illegal narcotics activity. A critical component of the ATS system is the ATS server, which has experienced software stability problems in the past. The consultants serve as technical advisors and architects helping architect plans and design and implement solutions leveraging Microsoft products, tools and technologies. Microsoft Consulting Services (MCS) consultants work with ATS on specific projects and strategic initiatives in support of the DHS mission. Microsoft has direct access and interface to the MS products group/ entire MS window suite. Microsoft is the only vendor that can provide qualified personnel (i.e., blue bade personnel) with expert knowledge transfer, programming best practices advice and architectural guidance regarding development of the ATS4 Architecture designed to utilize Microsoft?s .NET framework. Specifically, Microsoft personnel are required to: advice and assist in designing and deploying a Web service to expose the ATS data to non-ATS applications (e.g., Microsoft Office); advise and assist ATS developers in establishing connection pooling within the ATS application; advise and assist with knowledge transfer, architectural guidance and planning support to assist ATS developers in the redesign to be enabled within the .Net framework to migrate ATS to the .Net architecture. Microsoft personnel have access to proprietary information exclusively available within Microsoft such as internal product support knowledge bases and proprietary architectural and technical information not available within to the public or third party (Microsoft Certified Software Engineer-MCSEs). Additionally, Microsoft personnel have access into internal development teams within Microsoft. Having access to the personnel within Microsoft who wrote the code behind Microsoft?s applications is often not only essential but often the only way to resolve complex programming and support issues quickly. Given the state-of-the-art technology being employed in developing the ATS, having ability to obtain such high-level information, normally available only to Microsoft employees, is considered essential to CBP?s ability to quicdkly develop and deploy applications that have a high degree of reliability. For these reasons, Microsoft is considered uniquely qualified to perform the work/services and has been selected for contract award. See Note 22.
