- Description
- The scope of work is for the installation of power factor correction for the electric service in eight General Services Administration buildings located in Dallas, Fort Worth, Farmers Branch, Waco, and Tyler, TX. The contractor shall determine the power factor correction necessary to achieve a minimum power factor of 95% for each building. The contractor shall then provide all labor and equipment necessary to achieve a minimum power factor of 95% in each building. The contractor shall guarantee the minimum 95% corrected power factor for five (5) years from the date of installation acceptance by the government, up to the amount of the equipment purchase price. Verification during the five-year period will be based on the previous twelve months’ consumption history. Should the installed equipment fail to achieve a minimum 95% power factor during the five year guarantee period, the contractor shall either repair the existing equipment or install additional equipment necessary to restore the minimum 95% power factor, at no cost to the government. All installations shall comply with all national, state, and local codes. A Firm-Fixed Price award will be made to the firm offering the greatest value to the Government. The Government may or may not hold discussions on technical proposals, therefore, the offeror’s initial proposal should contain the offeror’s best terms from a technical standpoint. Award will be made to the firm offering the greatest value to the Government. Technical capability and price will be considered, with technical capability being significantly more important than price. Technical factors will consist of experience and past performance references on power factor correction projects performed in the last 5 years. The solicitation is expected to be issued on or about August 14, 2006, with offers due on or about September 14, 2006. Faxed, facsimile, or emailed proposals WILL NOT be accepted or considered. Any documents related to this procurement will be available via the Internet only. No hard copies will be available. Contractors are responsible for downloading their own copy of all documents, including any amendments. These documents will be in a .pdf format on the following website: www.fbo.gov. It is the contractor’s responsibility to monitor this site for the release of any information or documents in the special notes, the solicitation and amendments, if any. This procurement will be set-aside for SBA certified Small Businesses. Large businesses please do not respond.
