- The National Archives and Records Administration (NARA) pursuant to FAR 10.002(b)(2)(iii) Market Research, hereby issues this Request For Information (RFI) for the possible intent of procuring the services of a Developer for the development of a records storage facility to be Leased by the National Archives and Records Administration (NARA) for its own use, within the Continental United States (the contiguous forty-eight states). NARA is contemplating leasing approximately 200,000 square feet of underground space for records storage, adjunct office space, furnishings and equipment. The majority of the space will be comprised of four storage ?bays? of approximately 45,000 square feet each, designed to hold a maximum of 250,000 cubic feet of records on industrial steel shelving. Shelving would be included in the Lease. All space must be contiguous. The records storage space must have a minimum of fourteen feet, one inch (14?-1?) clear stacking height above a finished floor. The space must have an overburden of at least 50 feet, and 8-10 feet immediately above the ceiling must be limestone. The space must be completely dry with no threat of intrusion by water. It must also be capable of meeting federal requirements for records storage facilities, outlined in 36 CFR 1228 Subpart K. The leased space must have expansion capacity of at least four and up to six or more, subject to current prospectus levels, of additional storage bays of approximately 45,000 square feet each during the first 5 years of the lease term, available on 120 days notice. Space will be leased for a twenty 20 year term through a full service operating lease (i.e. including base structure, taxes, insurance and all operating and management services) that does not exceed the current prospectus level. This is NOT a Solicitation for Offers (SFO) or a Request for Proposal (RFP). Results from this RFI will be used to establish the delineated area in which NARA will subsequently issue a SFO. Therefore, developers are encouraged to respond to this RFI with all due diligence if they wish their geographic area to be considered. Developers capable of performance and/or interest are encouraged to send the following information by August 28, 2006: Firm Name, Address, and Representative Underground Storage Locations (commodity stored, size, city & state) with current pricing or range, if available and whether triple net or full service. NARA is seeking developer capabilities and data information on current (existing) underground storage facilities. To: Ronald C.
