- This is modification 6 to the synopsis for the Facilities procurement, Solicitation No. NNJ07157099R, which was originally posted on June 27, 2006. You are notified of the following: The Facilities Pre-proposal Conference (PPC) will be a 2-day event and is scheduled for August 21 - 22, 2006 at the NASA Johnson Space Center (JSC), Gilruth Recreation Center. The following information is available to you by accessing http://procurement.jsc.nasa.gov/coss Pre-Proposal Conference can also be viewed at: http://procurement.jsc.nasa.gov/COSS/fac/ppc.doc PRE-PROPOSAL CONFERENCE OVERVIEW: Monday - August 21, 2006: Preproposal conference presentations, first half of the Site tours, Cost/Pricing Break-out session, and the One-on-One meetings with the Facilities Source Evaluation Board (SEB) in the afternoon/early to late evening timeframe. Tuesday - August 22, 2006: Continuation of the Site tours and the One-on-One meetings with the Facilities SEB in the afternoon/early evening timeframe. One-on-One Meetings: 1. The One-on-One meetings will be between the Facilities SEB and each of the companies or teams that want to participate. 2. Each company or team that chooses to participate will be scheduled to meet with members of the Facilities SEB in 15 to 30 minute increments in length. 3. The purpose of the One-on-One meetings is to meet and get to know the Facilities SEB members and dialogue exchange. REGISTRATION AND INSTRUCTIONS: PLEASE READ THIS CAREFULLY I. REGISTRATION-RSVP?S: If you plan to attend you must register no later than 4:30 p.m. Central Daylight Time (CDT) on Friday, August 11, 2006, via e-mail to JSC-Facilities-SEB@mail.nasa.gov Due to the potential enormous e-mail volume please use the following for the subject line of your e-mail ?Facilities PPC RSVP.? NOTE: Due to restricted access and the safety and security requirements at JSC we absolutely can not allow for late registration or walk-up participants. Please provide the following information as part of your RSVP: ?Company name or Team. ?Point of contact for your company or team. ?E-mail address and phone number (or cell) of your point of contact. ?Company size standard (Large business, small business, and socio-economic designation as well, such as SDB, WOSB, SDVOSB, HUBZone, HBCU/MI). ?Name(s) of all your attendees for the 2-day event (no more than 6 individuals per company or team). ?Name(s) of all your site tour participants (up to 4 individuals per company or team). ?Name(s) of all your cost/pricing breakout participants (no limit; however, you are restricted to the overall participation of up to 6 individuals per company or team) ?Citizenship of all your participants (no persons of non-U.S. citizenship will be allowed to attend the 2-day event). ?Name(s) of all your One-on-One participants (up to 6 individuals per company or team). ?Any handicapped or visual impairment access or accommodations if necessary. ?Do you wish to be added to the ?Interested Parties List? to be made available to Industry? (The ?Interested Parties List? is to provide you access to other companies for possible teaming, subcontracting, and other business opportunities. This is not the same as the PPC attendees list). NOTE: The PPC attendees list will be made available on the website along with the presentation slides and any other information pertinent to the PPC. II. YOUR COMPANY OR TEAM REPRESENTATION: 1.You are restricted to no more than 6 persons per company or team. 2.These individuals will represent your company or team for the three-day event and you cannot change or swap out these individuals. 3.If an emergency transpires and you need to swap out an individual(s), you must contact the Contracting Officer. There are no guarantees that the situation will be rectified timely given the safety and security parameters for badging and coordinating with the JSC Security office. 4.To maximize this opportunity please try to bring those individuals that are considered pertinent to your company or team that will benefit most from the conference, site tours, and the cost/pricing break-out sessions. III. SITE TOURS: Meet outside at the Gilruth Recreation Center - staging area. ?Up to 4 persons per company or team are allowed to participate in the tours. ?Only U.S. citizens will be allowed to participate in the site tours. Non-US citizens cannot participate in the site tours. ?The site tours will convene at the Gilruth Recreational Center staging area on-site at JSC. IV. COST/PRICING BREAK-OUT SESSIONS: Gilruth Recreation Center ? Alamo Ballroom ?Discussions will take place on lessons learned and common errors to avoid. ?Review of the cost instructions and cost templates in Section L of the Draft Request for Proposal (DRFP). ?Other. V. SAFETY MATTERS: 1.Appropriate hard-hats, glasses, and other protective gear will be made available during certain aspects of the site tours. 2.Tour participants will not be allowed to wear open-toe shoes, high heels, shorts, or dresses. Doing so will forfeit the individual(s) opportunity to participate in the site tours due to safety concerns. 3.You are expected to follow your tour guide at all times. 4.There will be a significant amount of walking involved with the site tours (inside and outside of buildings), and may include stairs and uneven surfaces. 5.Please consider any personal health issues before participating in the site tours and designate individuals appropriately. 6.There will be Emergency Medical Service (EMS) personnel available in the event of an emergency. 7.If handicapped access is needed please make note of it on your company or team RSVP. 8.We will have water available during the site tours. VI. DRESS CODE: ?Pre-proposal conference and Cost/Pricing Break-out Sessions: we suggest business or business-casual attire for these two events. However, it is up to the discretion of your company or team regulations. ?Site Tours: we strongly suggest casual attire (subject to the conditions referenced above in ?Safety Matters?). Please wear loose and comfortable clothing. If you are a contact lenses wearer we recommend that you wear glasses because in certain areas there may be fine particles in the air that may disrupt your lenses causing further irritation to your eyes. VII. SECURITY MATTERS: ?Site tours: 1. Photos and cell phones are permitted during the site tours except where specifically prohibited. Your tour guide will put you on notice of prohibited areas. 2. The tour guides will be speaking from scripts to ensure that all participants are afforded a fair opportunity. NOTE: For your safety and security, you will be required to listen and follow the instructions of the tour guide. If an individual(s) fails to heed safety and security matters you will be removed from the site tour immediately. IX. QUESTIONS AND ANSWERS DURING THE CONFERENCE, COST/PRICING SESSION, AND SITE TOURS: ?Any and all questions that you may have during the PPC, cost/pricing breakout session, and site tours must be provided to the Contracting Officer in-writing. Formal answers will be provided via the Facilities website within a few days of completing the 2-day event. This is to ensure that all participants are afforded a fair opportunity. ?Exceptions to this are at the discretion of the Contracting Officer. ?The tour guides will be speaking from scripts to ensure that all participants are afforded a fair opportunity. X. OTHER FACTORS AND CONDITIONS TO CONSIDER: During the week of 8/21/06 JSC is on L-7 status with the upcoming launch of STS-115. The site tours may have limited access that we may not be able to anticipate at this time; however, we will do our best to give you as complete and an informative tour as possible. NOTE: The incumbent contractor will be performing their contractual duties while the site tours are being conducted. Please make every effort to not disrupt their performance by asking questions, walking outside of the parameters of the tours, etc. XI. POTENTIAL CHANGES: It is hurricane season and there is the potential for severe weather conditions during the time of the PPC.
