- FOUR (4) CONSTRUCTION MANAGEMENT SERVICES INDEFINITE DELIVERY INDEFINITE QUANTITY CONTRACTS covering the SOUTHEAST SUNBELT REGION including the States of GA, AL, MS, TN, KY, NC AND SC. THIS IS AN UNRESTRICTED PROCUREMENT OPEN TO BOTH LARGE AND SMALL BUSINESSES. The Government intends to award up to four (4) Stand Alone Indefinite Delivery/Indefinite Quantity contracts under this acquisition. Each contract will include a base year plus four (4) additional one-year unilateral options. The minimum ordering limitation is $5,000 per contract. The maximum ordering limitation for each contract will be $20,000,000 per year. The unused MOL balance of each period may be brought forward to the succeeding periods. The Scope of Services under these awards may include, but are not limited to: (1) Pre-Design/Programming Phase Services: Feasibility studies, space programming, budget estimates, site studies, site surveys, economic studies, environmental assessments, and similar work; (2) Design Phase Services: Assisting GSA in management of design contracts, constructability reviews, cost estimating, cost control and management, commissioning planning, scheduling, and identification of long-lead items; (3) Procurement Phase Services: Assisting the government in preparing the Request for Proposals, amendments, site visits, pre-proposal conferences and similar activities; (4) Construction Phase Services: Assisting GSA in administration of construction contracts, coordination of regular construction meetings, CPM scheduling, daily logs and monthly reports, monitoring of construction costs, record keeping, progress reporting, schedule control, cost control and management, inspections, testing, commissioning, planning/preparation, and other required supplemental services; and (5) Post Construction Phase Services: Post-Occupancy evaluations, commissioning of building systems, formulation of lessons learned, identification of revisions to building criteria, claims analysis/negotiations and similar work. The CM shall have a full understanding of each project, the approval process, budget, the contract documents, and the principles of Federal contracting and contract administration. CM shall provide construction management services indicated in this Contract, including management, supervision, administrative support, labor, materials, supplies, and equipment (except as otherwise provided). Management shall include planning, scheduling, and coordinating work associated with the design and construction of the project(s). The CM does not perform design or actual construction work. All contracts for design and construction will be directly with GSA. Projects to be managed under these contracts will have a construction cost below or above the GSA Prospectus level. The firms selected must establish an active production office within the Southeast geographic area at least 90 days after contract award. If the firm is a partnership, corporation, association, joint venture or other legal entity, at least one of the associated firms must satisfy this requirement. The Government's program objectives for these contracts are: 1) Provide construction management services for both repair and alteration projects and new construction in the eight states of the Southeast; 2) enable GSA to supplement its in-house resources by using the designated contract CM Team as an extension of its staff; and 3) provide GSA with expert consulting services for a variety of technical tasks and projects. Under these contracts, the CM will be responsible for providing recommendations based on special expertise in courthouse design, compliance verification with design criteria and government standards, design issue resolution, comprehensive technical review of design submissions, conducting Value Engineering sessions, consolidating design review comments and resolving each review comment. Services will include coordination and interfacing with GSA Operational Divisions on design issues relative to security, life safety, concessions, recycling and buildings operations, local and state government coordination relative to design issues in conjunction with the design A-E, recommendations on construction phasing, assist the government in evaluation of construction proposals, identification of long lead items and other required supplemental services if so requested by the government. The CM for this project will be selected utilizing the Brooks Act and FAR Part 36. The CM selection will be completed in a two-step process. Stage I is a written submission of technical qualifications for the principal firm, associated firms, or joint venture partners will be evaluated. Identification of all consultants is not required in Stage I. The Evaluation Criteria and associated submission requirements for Stage I selections are as follows: (1) Past Performance in Providing Construction Management Services. At a minimum, address firms past performance in the following areas: A. Responsiveness of team to the client's needs and compliance of the team with performance schedules, as demonstrated by narrative and by client references. Summarize, in narrative form, the firm?s track record in meeting the needs of at least 3 previous clients, preferably Governmental, Educational, or Institutional, with regard to performance schedules and level of services required. Submit the following information for all clients: (1) Location and type of service (2) Dollar amount of contract. (3) Description of construction including square footage, types of space, and special requirements provided under the contract. (4) Name, title, address, facsimile number, telephone number and email address of client contact. Offeror shall provide a narrative report, and client references on no less than three (3) construction management projects with a construction cost of at least $10,000,000. B. Quality of products delivered by team to the client as demonstrated by narrative and by client references. C. Accuracy of construction management services including design reviews, studies, estimates and cost analyses, as demonstrated by narrative and by client references. D. Delivery of like services under previous Indefinite Delivery? Indefinite Quantity contracts. Address, in narrative form your firms experience in providing Construction Management Services under the IDIQ or similar contracting environment. (2) Experience in Providing Construction Management Services. At a minimum, address firms past experience in the following areas: A. Experience in design management CM services. B. Experience in implementing successful CM programs in large government and/or commercial organizations. C. Experience in construction phase CM services. (3) Qualifications and Experience of Key Personnel of Principal Firm, Associated Firms, or Joint Venture Partners. At a minimum, address firms: A. Qualifications and commitment of relevant key individuals in each discipline area with the professional qualifications necessary for this contract, i.e., certification by AACE, ASPE, SAVE, etc. B. Qualifications and commitment of relevant key individuals in each discipline area with thorough experience in and understanding of the state of the art technologies necessary for this contract. Summarize the qualifications, professional designation, education, and other significant background information for the key members of the CM team. For all key personnel, identify the anticipated duties of the person as full-time or part-time, and identify the person as an employee of the Prime firm or as an employee of a consulting firm. Express, in narrative form, experience of key personnel in providing a variety of CM services during the design and construction phases of a project life-cycle. After the Evaluation Board reviews the submittals, the Board will select a short list consisting of most qualified firms. Once announced, the short list will be published in the Fedbizopps. Firms short-listed will proceed to Stage II of the selection process. Short-listed firms will provide a more detailed qualification submittal. The entire project team, including the CM firm selected in Step I, its designated team identified in the first step, and all the consultants who will work on the project will be evaluated. It is not necessary to re-submit information submitted in Step I. Sufficient time will be provided for the CM firm to establish their complete team of consultants. Those most highly ranked firms; following evaluation of the submittals and establishment of the shortlist will be required to submit a Small Business and Small Disadvantaged Business Plan, in accordance with FAR Part 19.701, that reflects a proactive effort to provide subcontracting opportunities to the small business community (REQUIREMENT APPLICABLE TO LARGE BUSINESSES ONLY). FOR STAGE ONE SUBMITTALS: Firms having the capabilities to perform the services in this announcement are invited to respond by submitting five copies of Standard Form 330 Part II which must be dated not more that twelve (12) months before the date of this synopsis along with five copies of letter of interest and the portfolio TO: General Services Administration, 401 West Peachtree Street NW, Suite 2500, Atlanta, Georgia 30308, Attention: PAULA MENSAH, by 3:00 PM local time on August 29, 2006.
