- This synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.eps.gov, http://www.fedbizopps.gov and the Navy Electronic Commerce on Line (NECO) site located at http://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the Internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the NSWC Crane Division. Offerors are encouraged to access information also available on the NSWC Crane Division Web site at http://www.crane.navy.mil/supply/homepage.htm. The Naval Surface Warfare Center has a requirement for a PDU 2000-3, 2KVA Power Distribution Unit for use in the BFTT (Battle Force Tactical Trainer) to support new shipbuild and back-fit requirements. The PDU 2000-3, 2KVA Power Distribution Unit shall meet the following requirements: 1) ELGAR P/N PDU 2000-3, 2KVA Power Distribution Unit: Quantity 100 Each. The PDU 2000 is a Power Distribution Unit which provides intelligent power management and communications interface between a host computer or terminal and an Uninterruptible Power Supply (UPS). It provides a means of power distribution to eight loads, supporting both manual and microcontroller operation of each individual load. Furthermore, microcontroller-based circuitry provides isolated RS-232 communications with a computer or annunciation of mode of operation and alarm conditions, as well as, monitoring the ac power that is applied to the loads. The PDU 2000 also serves as a serial data router, allowing communications between the PDU, a computer, and a UPS while only requiring one RS-232 port on the computer. This requirement is anticipated to result in a Firm Fixed Price Contract, Delivery will be FOB Destination, NSWC Crane Division, Crane, Indiana 47522, as specified in the RFP. Inspection and acceptance will be at destination by NSWC Crane personnel. This solicitation will be issued utilizing other than full and open competition procedures under the authority of 10 U.S.C. 2304 (c) (1) as implemented by FAR 6.302-1(a)(2), only one source and no other supplies or services will satisfy the agency requirements. An offer will be solicited from ELGAR, 925 Brown Deer Road, San Diego, California 92121. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within twenty days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Solicitation N00164-06-R-8986 will be issued competitively. The solicitation will be available on or about 31 July 2006 at the following address: http://www.crane.navy.mil.supply/ announce.htm. Estimated closing date is on or about 14 August 2006. No hard copies of the solicitation will be mailed. Offers must be submitted in the format specified in the solicitation to be considered. Submitting a bid from the NECO web site by clicking on the ?Submit Bid? does not guarantee offers will be received by the proper person in the correct format. It is the responsibility of offerors to download the RFP and to submit offers to the Point of Contact (POC) at NSWC Crane.
