Description

The Naval Air Systems Command, Aircraft Division (NAVAIR/AD) intends to contract on a sole source basis with Hach Ultra Analytics, Inc. (DBA Pacific Scientific Instruments), 481 California Ave., Grants Pass, OR 97526-8882, for Portable Oil Diagnostic System (PODS) Particle Counters, Type II, which are used to determine particulate contamination in oils and hydraulic fluids. The Hach Ultra PODS particle counter is the only unit approved for use to analyze aviation hydraulic fluid for Navy and USMC aircraft, per Interim Rapid Action Change (IRAC) NR 9 to Technical Manual Memo 01-1A-17 IRAC 041242ZJAN06. This procurement is a sole source requirement under under NAICS Code 334516, Analytical Laboratory Instrument Manufacturing, under the authority of FAR Part 13.106-1(b)(1). NAVAIR/AD intends to award a purchase order for this requirement using Simplified Acquisition Procedures under FAR Part 13. Hach Ultra is the manufacturer of the PODS Particle Counter and is the only firm that can meet the Navy?s requirement. This synopsis notice is issued for informational purposes only and no solicitation or RFP for this requirement exists. See Note 22.
