Description

The Naval Air Systems Command, Aircraft Division (NAVAIR/AD) intends to contract on a sole source basis with Emerson Power Transmission Corp., DBA Rollway Bearing, 909 North Lafayette Street, Valparaiso, IN 46383-4299, for specialty 100 mm roller test bearings that are custom made for a unique test rig owned by the Navy. The test rig is used to conduct the High Temperature Bearing Test which assesses the deposition and degradation tendencies of synthetic gas turbine engine lubricants by simulating gas turbine engine hardware and operating conditions. This test is a requirement of Military Specification MIL-PRF-23699F, and is conducted in strict accordance with Federal Test Method Standard No. 791C, Method 3410.1. This Federal Test Method specifically calls out the Rollway 100 mm roller bearing, part number RCS 120-NAVAIR, as the bearing to use. This procurement is a sole source requirement under under NAICS Code 332991, Ball and Roller Bearing Manufacturing, under the authority of FAR Part 13.106-1(b)(1). NAVAIR/AD intends to award a purchase order for this requirement using Simplified Acquisition Procedures under FAR Part 13. Rollway Bearing is the manufacturer of the RCS 120-NAVAIR roller bearing; owns the detailed bearing drawings and the patent to manufacture the bearing; and is the only firm that can meet the Navy?s requirement. This synopsis notice is issued for informational purposes only and no solicitation or RFP for this requirement exists. See Note 22.
