Description
This is a sole source procurement for Greenbriar Wetland Services of Advance, Missouri. Dr. Mickey Heitmeyer, of Greenbriar Wetland Services, is uniquely qualified to evaluate ecosystem restoration and management options for the Calhoun and Gilbert Lake Divisions of Two Rivers National Wildlife Refuge. These divisions encompass the District's completed Swan Lake Habitat Rehabilitation and Enhancement Project (HREP) in Calhoun County, Illinois. The results of ongoing post-project monitoring have cal led for development of restoration and management options. In 2005 Dr. Heitmeyer compiled background information needed for development of this evaluation. With this information he was able to identify the pre-settlement ecosystem condition for these two divisions, including surface geomorphology, the distribution and extent of historic plant communities, and pre-dam hydrology. Identification of the pre-settlement ecosystem condition is needed to develop and evaluate restoration and management options. He is the only wetland and aquatic biological consultant to compile and assess this type of information for this geographical area. If any other biological consultants were to evaluate ecosystem restoration and management options for this area, they would need additional time to understand this complex site located near the confluence of the Illinois and Mississippi Rivers. For example, it would be necessary for them to gain familiarity with 1) the Corps Swan Lake HREP project, 2) the three year plan to evaluate post-project physical and biological responses, 3) results from two plus years of such monitoring, 4) the larger area comprising the Calhoun and Gilbert Lake Divisions, and 5) the kinds of information compiled by Dr. Heitmeyer and used to describe the pre-settlement ecosystem condition. The amount of time needed for this additional research would prevent the District from receiving the final report describing restoration and management options by 30 September 2006. Receipt of the final report by 30 September 2006 will dovetail with the completion of the majority of the 3-year monitoring, and allow the agencies to make a timely and informed decision about the direction of future management of the Swan Lake HREP project. The estimated dollar amount is under the Simplified Acquistion Threshold.
