Description
This is a Combined Synopsis/Solicitation for the leasing and maintaining of approved water containers for the Camp Shelby Training Site, Camp Shelby, Mississippi in accordance with the format in Subpart 12.6, as supplemented with additional informati on included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This announcement is the RFQ. This solicitation number W9127Q-06-T-0050 is issued as a Request for Quote. The solicitation and incorporated provisions and clauses are in effect through Federal Acquisition Circular 01-15. This solicitation is issued as unrestricted. NAICS for determination of size status is 561210, Small Business Standard is 32.5 million. CLIN 0001, quantity of 30 tanks, quote price per month to include sanitizing, maintenance, proper rotation of tanks, delivery of water to the tanks and leasing of tanks, 300 gallon minimum capacity. Base Period is Oct 1, 2006 through Sept 30, 20 07. CLIN 0002, Base Period. Same description as CLIN 0001 but for additional tanks over 30, NTE 10 tanks per month based on need, 300 gallon minimum capacity. Quote a per each price. Contractor will be paid based on actual tanks used per month. CLIN 0003 , Base Period, delivery of bulk water to government furnished showers. Estimated quantity of 1200 hours. Contractor will be paid based on actual hours used per month. Provide quote for the same CLINS for two option year periods. Option Year 1 is Oct 1, 2007 through Sept 30, 2008. Option Year 2 is Oct 1, 2008 through Sept 30, 20009. Resultant contract will contain a total of 9 CLINS. CLINS 0001, 0004, 0007 are the same, just different periods of time; CLINS 0002, 0005 and 0008 are the same, just differe nt periods of time; CLINS 0003, 0006, and 0009 are the same, just different periods of time. The government will furnish the water. RFQ must reference size of tank being offered. Payment will be made in arrears and will be made after receipt of a properly certified invoice. Following is the statement of work. Bulk Water Distribution 1. Scope of work: Provide bulk water support for up to 40 various training areas, ranges and 3 government owned shower facilities utilized by soldiers training for mobiliza tion. Contractor will be able to expand the number of sites to a number over 40 if the mission dictates. Contractor will have the ability to reposition the bulk water containers as needed to support various training events. Specific requirements, perform ance standards and metrics within the scope of the Contractor Performance Work Statement. Quality of Service  provide prompt water support for up to 40 training sites with 50% being serviced by 0830. Scheduling  water deliveries begin at 0630 and are c omplete by 1200/7days a week. However, this may require work outside normal duty hours depending on training mission. Cost Effective  water support delivery will be completed by 1200 each day to ensure 100% water support has been met. 2. TASKS: A requi rement may arise to expand/decrease the water support due to intervals of surge and lull with mobilization training that may occur at Mobilization Center Shelby. Therefore dates for the required service will be based on a 12 month cycle with an exception to option up to two years. a. Contract/Task Order Management. a. General requirements. Task 1 is developed using Performance Based Service Contracting (PBSC) techniques. Included are the performance standards that will allow the Task Manager (TM) to m easure the efficiency and effectiveness of the contractors performance. The standard for this task is to successfully execute 95% of each task as determined by the Contracting Officers Technical Representative. b. Material Management and Supply, Subta sk 1: Provide Water blivet support. Contractor must provide containers and initial bulk water support for up to 40 different training areas/ranges. Contract or must be able to provide additional bulk water containers above 40 each if the mission dictates. In the event the number of containers exceeds 40, the contractor will be entitled an equitable adjustment which would be negotiated should the need arise. Contractor must be able to provide these additional containers within a reasonable time period (1-2 per week). Contractor will reposition the bulk water containers as needed/as directed to support various training events. Some training areas/ranges migh t require more than one bulk water container due to population. Contractor will make a minimum of two trips daily to re-supply water at FOBs IKE and Hurricane during increased soldier training strength. For example, if population is over 500, contrac tor will provide 5 water blivets. This is in support of 3 gallons of water per person per day. Contractor shall have the capability to deliver to remote locations throughout Camp Shelby and shall have sufficient equipment to maintain a sanitation schedu le per FM 21-10. c. Material Management and Supply, Subtask 2: Provide Container, Covering, Manpower and Equipment. Contractor will provide bulk water containers at the training areas/ranges with a minimum of 300 gallons and will be constructed from a b lack plastic in order to prevent the growth of algae. These bulk water containers must have at least 4 means of dispensing water per container into the soldiers canteen or camelback (example, 4 ea water spigots). The container must be constructed in a ma nner that allows for the spigots to be located 3 feet above ground level. The containers must be constructed so they are easily relocated. Contractor will provide bulk water container with a covering of some type that will block direct sunlight from hitti ng the tank and thus heating the water up. This covering could be a lightweight tarp on poles or a permanent metal/combination. Contractor must provide adequate manpower (drivers) and mobile re-supply tankers to refill all bulk water containers at the tra ining areas/ranges by 1000 hrs each day. Some areas of Mob Center Shelby are not secured; therefore, the Government is not responsible for theft or damage to the containers. d. Material Management and Supply, Subtask 3: Provide Re-supply schedule, Wat er Quality, Cleaning, Inspection and Certification. Contractor is required to provide bulk water re-supply/support 7 days a week unless directed otherwise by the Supply & Services Officer or his/her designated representative. The contractor must drain al l unconsumed water left from the previous day before refilling with fresh water. The contractor is responsible for ensuring that the PH level in the bulk water containers remains at an acceptable level as dictated by Preventive Medicine. The contractor is responsible for cleaning the bulk water containers as needed and directed by Preventive Medicine personnel. The contractor will inspect the containers on a daily basis to ensure the tanks are serviceable. The contractor will ensure the water containers are approved for storing and dispensing potable water for human consumption. e Material Management and Supply, Subtask 4: Provide Daily/Weekly/Monthly reports pertaining to bulk water. Contractor must provide a weekly status report monitoring the PH le vels, narrative of accomplishments, delivery of labor, and all associated costs incurred. Provide a monthly report stating water sites serviced, dates of service, and cost amount. This report must be in sufficient detail to permit the government to valid ate, approve and pay invoice in a timely manner. f. Material Management and Supply, Subtask 5: Provide potable water supply for supporting (3) government owned shower facilities. Contractor will provide water supply for government owned shower faciliti es located in (2) separate FOB areas at Mobilization Center Shelby. Each location shall be operated during training rotations and shut down during periods of n on-use. Water delivery and quality checks would cease during these non-training periods and resume in conjunction with a new training rotation. The contractor shall check water quality and quantity daily while in use. Anticipate 3000 gallons of water pe r week at each FOB. Quantity of daily water usage will vary at each of the FOBs. All water storage tanks and water deliveries will be maintained and/or performed in accordance with current Camp Shelby Range Control Procedures, TB Med 577 and FM 21-10. W ater will be tested daily when showers are in use. All water delivered shall have a minimum free chlorine reading of 1 ppm and not more than 3 ppm when tested with a colorimeter. All water testing results will be recorded and copies provided to the contr act officer representative. Contractor will be capable of delivering water on a 24/7 basis. g. Material Management and Supply, Subtask 6: Provide weekly/monthly reports pertaining to water supply for government owned shower facilities. Contractor wil l provide weekly/monthly delivery tickets indicating start and stop times, water quality data and locations serviced. Mobilization Center Shelby government employees will perform the following tasks and are not the responsibility of the contractor: Tas k 1  Material Management and Supply. a. Ensure all tanks are inspected by Preventive Medicine personnel prior to placement. b. Provide the potable bulk water site for refilling the contractor provided mobile re-supply tanker. (The potable water sit e has 2 refill stands with 2, 1.5 hoses each. The flow rate at the potable water refill site is approx 60-80 gallons per minute). c. Provide directions to and from training areas/ranges. d. Coordinate contractor access onto post and into training are as. Some areas may not allow 24 hrs access. e. Provide placement locations for each bulk water container so it is easily accessed by the contractor. f. Coordinate with Range control and/or training support division. g. Provide training areas to be se rviced with bulk water. Using unit shower facility duties: Task 2  Material Management and Supply a. Using units are responsible for daily cleaning, minor PMCS, refueling, and reporting needed repairs to the FOB NCOIC/OIC. b. Using units will clea n the shower unit/units not less than one (1) time per day. -Sweep, mop, wipe down showers & sinks. c. Using units will check the oil each time before cranking generators -dont run generators out of fuel -only run generators during shower times -ensur e hot water heaters are full of water before turning on generators. d. Using unit is responsible for refueling generators. -generators run on JP-8 (not MOGAS/Diesel). e. Using unit is to report all needed repairs to the FOB NCOIC/OIC -the FOB OIC/NCO IC will call DPW for repair. The contractor will be responsible for any contractor-owned equipment in the storage area. The contractor will hold the Government harmless for any illegal act including, but not limited to, theft, vandalism, and destruction of contractor-owned property occurring both within and outside of the designated areas. The Government will ensure that all tanks are inspected by Preventive Medicine personnel prior to placement. The Government will provide the potable bulk water site for refilling the contractor provided mobile supply tanker. The potable water site has 2 refill stands with 2, 1.5 inch hoses each. The flow rate at the potable water refill site is approx 60-80 gallons per minute. The Government will provide directions to and from training areas and ranges and will coordinate contractor access onto post and into training areas. Some areas may not allow 24 hrs access. Round trip mileage to fill all existing tanks is approx 60 miles. Roads to be traveled are all well gravele d and easily travelable. No off road, i.e. in the woods traveling, will be required, but they are not paved roads. The Government will provide accessible place ment locations for each bulk water container. Funding will most likely not be available for each entire contract period and will most likely be funded on a monthly basis with the issuance of a monthly modification to incorporate the funds. This should n ot effect the Governments ability to promptly pay all monthly invoices. The following clauses apply.
