Description
The Department of Health and Human Services, National Institutes of Health, National Institute of Environmental Health Sciences, Office of Acquisitions is performing market research to determine the capabilities of potential sources to provide services to include, but not limited to, preparing, printing and distributing of hardcopy documents. The requirement will cover the production of separate-covered, perfect bound publications requiring such operations as maintaining and building a large subscriber base. In addition, this requirement involves desktop publishing services, including but not limited to, handling aspects of producing the Environmental Health Perspective (a monthly scientific journal) which consists of 12 monthly issues containing 30-35 scientific articles and 6-10 pages of other text. As of June 30, 2007 the current contract by which NIEHS publishes the scientific journal Environmental Health Perspective (EHP) will expire. The operation and publication of EHP are being restructured to increase the efficiency and scientific focus of the publication. The Offeror must have: 1. Active publishing facility located within 30 minutes of the National Institute of Environmental Health Sciences, Alexander Drive, Research Triangle Park, North Carolina; 2. Capacity for decision making within the range of proximity; 3. Capability of making material available on the Internet and providing manuscripts for online publication utilizing DOI, Pubmed, and JSTOR; 4. Capability to develop and maintain a revenue-generating subscription service including the collection and reporting of fees; 5. Experience with hosting web site; 6. Experience with hosting an electronic editorial review process such as Scholars One and Editorial Manager; 7. In-house editorial review expertise; 8. Ready access to scientific expertise covering a wide range of topics published in EHP, (e.g. Exposure assessment, Genetic regulation/gene expression, Risk Assessment, Toxicology, Cardiovascular Disease, Fetal/child development, Neurobehavioral Disease, Respiratory Disease, Environmental medicine etc.; 9. Ability to host the EHP Editor-in-Chief and Editorial Boards; 10. Experience with business management of a scientific journal; and 11. Must demonstrate that they have adequate resources and experience to support review, desktop publishing, copy editing, proofreading, production, printing, and distribution including website and online publication of the Environmental Health Perspectives. Capability Statements should include, but not limited to, the following information: 1. A description not to exceed 20 pages of relevant current and prior work, expertise, facilities, organizational structure, and qualifications of key individuals (documenting expertise and field experience in the areas of interest); 2. Identification of any current negotiated GSA schedule, government contract, or commercial pricing rates; and 3. A statement identifying business size. Interested parties responding to this Sources Sought Notice must ensure that their response is complete and sufficiently detailed to allow the Government to determine their qualifications to perform. The Government will evaluate all submissions to this announcement. This is a Sources Sought announcement only. This is not a request for proposals and in no way commits the Government to award a contract. The Government will not execute any award(s) based solely on responses to this sources sought announcement and will not pay for any costs incurred in response to this announcement.
