Description
The Pacific Islands Fisheries Science Center (PIFSC) requires an Indefinite Delivery/ Indefinite Quantity contract to provide tagging equipment for use during various Fisheries research functions. The Contractor may also be required to provide technical assistance to aid PIFSC research staff with programming/operational problems with purchased equipment. The required tags are as follows: 1. MK9 Time-Depth Recorders (or equal equivalent) There will be 10 ? 120 MK9 tags purchased over the duration of the contract. The tags must be re-programmable after manufacture, such that the onboard software and date the tag is programmed to jettison can be updated. These programming task should be doable by end users, or by the manufacture at minimal or no cost. Specifications include 500 meter depth range along with the standard settings for other sensors. Instruments should be configured with 1 x ? AA battery 2. MK10-AF GPS Tags (or equal equivalent) There will be 30 ? 150 MK10-AF tags purchased over the duration of the contract. The tags must be re-programmable after manufacture for setting of sampling rate for locations and dive behavior and transmission times for satellite relay of information. Instrument should be configured with 3 x 2/3 AA batteries. 3. Pop-up Archival Tags (PAT) (or equal equivalent) There will be 15 ? 90 PATs purchased over the duration of the contract. 1) Pop-up archival transmitting tags (PATs) must be capable of collecting at least 365 days worth of data on ambient temperature, light levels, ambient pressure (i.e., depth), and battery voltage; then download the stored processed and/or summarized data to the ARGOS system of satellites after jettisoning on a specific date, or at a specific number of days after deployment. 2) The tag and associated software must be able to provide daily times of sunrise and sunset and/or coordinates of latitude and longitude during the period of deployment Accuracy of the latter should be within 2 degrees of latitude and longitude. 3) Software must be supplied by manufacturer for downloading, collating and parsing of tag derived data or derived and collated data is to be supplied by the manufacturer. 4) The tags must be re-programmable after manufacture, such that the onboard software and date the tag is programmed to jettison can be updated. These programming task should be doable by end users or by the manufacturer at minimal or no cost. 5) A fail-safe device that prevents data loss if the anima1 sinks and the attached tag implodes. This device would sever the connection before tag implosion, thereby sending the tag transmitter to float to the surface to download data. 6) Tags should also be able to transmit data if they detach prematurely and float on surface. 4. SPLASH Tags (or equal equivalent) There will be 40 ? 200 SPOT5 tags purchased over the duration of the contract. The tags must be re-programmable after manufacture, such that the onboard software and date the tag is programmed to jettison can be updated. These programming task should be doable by end users, or by the manufacture at minimal or no cost. 5. Smart Position or Temperature Transmitting (SPOT5) (or equal equivalent) There will be 40 ? 200 SPOT5 tags purchased over the duration of the contract. SPOT tags will be provided with the standard array of sampling sensors and user-programmable parameters. SPOT tags will be equipped with the M1 battery or other similar battery. This procurement is 100% set-aside for Small Business concerns. The current NAICS code is 334112 with a size standard 1,000 employees.
