Description
The National Oceanic & Atmospheric Administration (NOAA), ITA intents to purchase the following licensing and software packs from Oracle Support Services: 1. Tuning Pack Software 2. Diagnostics Pack Software 3. 40 User Concurrent Device Software 4. 40 User Concurrent Diagnostic Pack Software 5. Internet Application Service License 6. Full Use of Oracle Database 7. Internet Developer Suite/ User Plus Perpetual 8. Internet Developer Suite/ User Multi Server The procurement of the licenses and software packs described above are to ensure the proper licensing agreements and application updates are established for upcoming FY07. This acquisition is being procured as a sole source using ?Other Then Full and Open Competition? in accordance with 41 USC 253 (c) (1) and FAR 6.302-1- ?Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements?. The North American Industry Classification System (NAICS) code is 423430 and the related size standard is 100 employees. The Department of Commerce intents to award the firm fixed price requirement to Oracle Support Services. Interested parties who believe they can provide the licenses and software packs must submit in writing an affirmative response demonstrating their technical capabilities. To be considered an affirmative response, all responses must include detailed technical information and other technical literature demonstrating the ability to meet the above requirements. In your response you must address each of the items listed above in sufficient detail to permit agency analysis to establish a bona fide capability to meet the requirement. Failure to submit documentation will result in the agency proceeding as stated above. A determination by the agency not to open competition is solely within the discretion of the agency. In accordance with FAR 5.204 a written affirmative response must be received no later than fifteen days after the publication of this synopsis. Please submit response to thomas.fout@noaa.gov
