- This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued. This procurement is NOT set aside for small business. This notice is being issued as a Request for Offer (RFO) for the items shown below. Please see the Solicitation Instructions that follow the specification portion of this solicitation. Turbomolecular Vacuum Pumps and Misc. Hardware Specifications The Contractor shall furnish 6 turbomolecular vacuum pumps, with 6 controllers and misc. hardware, with 5 thirty meter cables, and 3 operation and 3 instruction manuals as specified below. Deliverables: Six (6) turbo molecular vacuum pumps meeting the specifications Six (6) digital controllers meeting the specifications Five (5) 30 m length cable assemblies Three (3) copies of an installation guide/procedure Three (3) copies of a operations guide/manual Turbopump Mechanical Requirements 1.1 The pumping speed for nitrogen shall be at least 2300 L/S molecular speed measured via Pneurop standard. 1.2 The continuous maximum throughput for nitrogen shall be at least 3000 SCCM 1.3 The continuous maximum throughput for argon shall be at least 700 SCCM. 1.4 The pump shall be controlled via 5-axis active magnetic suspension bearing with a digital controller. 1.5 The vibration amplitude of the pump at maximum operating frequency shall be less than 0.006 microns (.006 um) peak to peak. 1.6 The pump shall be capable of continuous operation in a vacuum chamber at 6 Torr. 1.7 The pump shall be capable of operation in a horizontal orientation. 1.8 The pump shall have a DN250ISO-B (Bolted) or ISOB250 Inlet Flange. 1.9 An inlet screen with 4 mm x 4mm size shall be installed in the pump. 1.10 The maximum foreline pressure for nitrogen will be 1.5 Torr. 1.11 The pump shall be water cooled. 1.12 The water cooling inlet and outlet connections shall be ISO-RC1/4. 1.13 The pump shall be warranted for one year after purchase including parts and labor. Turbopump Electrical Requirements 2.1 The controller shall be a digital type with RS232 serial interface and standard analog I/O remote interface. 2.2 The Maximum Cable Length between the Pump and the Digital Controller shall be 100 feet without addition booster. 2.3 The range of Input Voltage to power the digital controller shall be AC180V ? AC264V(Single Phase) to account for power irregularities. 2.4 The pump and the digital controller shall be able to sustain a continuous and normal operation with Power Glitches less than 2-3 seconds interruption. 2.5 The controller shall be warranted for one year minimum after purchase including parts and labor. DELIVERY SCHEDULE AND FOB POINT Delivery to NASA Plum Brook Station, 6100 Columbus Avenue, Sandusky, Ohio 44870, which is located approximately 3 miles south of Sandusky, Ohio. Access to the station for the delivery of hardware shall be by truck through the main security gate. Delivery shall be FOB Destination, NASA Plum Brook Station Sandusky, Ohio. Delivery shall be within 60 calendar days from the date of award. Installation: The Government will install the pumps. Solicitation Instructions Note for those proposing advance payments: FAR limits advance payments for commercial items to not greater than 15% of the total price for the item. If you require payment in advance, do NOT exceed this limitation. Note for those proposing shipping costs: any costs for shipping shall be included in the quoted price of each item. DO NOT quote shipping separately. Note to those proposing their terms and conditions: provide a copy of such for evaluation by the Government. The Government is NOT subject to laws of a specific state or state sales tax. Therefore, either line out such language or clearly state what terms are not subject to the Government for the instant procurement. Note to those offering imported items or items subject to duties, freight and insurance: The proposed price SHALL include all duties and shipping and costs. The Government is self insured and does not pay extraordinary insurance other than that already included in normal shipping practices. Note to those offering installation at the Government facility: The proposed price SHALL include all necessary travel, per diem amounts, labor etc. In your proposal clearly state the number of people and number days they will be installing the equipment at NASA GRC. Clearly state any travel costs and whether these are air fare or other mode of transportation and the per diem rate used. The NAIC code is 333911 and the small business size standard for this procurement is 500 employees. All qualified responsible business sources may submit a quotation which shall be considered by the agency. The DPAS rating for this procurement is DO-C9. Offers for the items(s) described above are due by August 3, 2006, 4:30p.m. GRC local time and may be mailed to NASA Glenn Research Center, 21000 Brookpark Road, MS 500-306, Cleveland, OH 44135, and include on the envelope the solicitation number. Faxed/electronic offers: NASA is not responsible for non-receipt of faxed or e-mailed offerors due to mechanical malfunctions or other reasons. The signed SF1449 must be mailed (an original signature is required for an acceptable offer). A faxed or PDF signed copy will be accepted. Your offer may take exceptions to the terms and conditions of this solicitation. If so, state the item taken exception to and the proposed alternative. Note that by your doing so, the Contracting Officer may reject your offer as non-responsive if it is not in the best interests of the Government to accept the alternative offered. Your offers should include: FOB destination to this Center, proposed delivery schedule, discount/payment terms, warranty duration (if applicable), Cage Code, DUNS identification number (if the offeror uses Business Partner Network (BPN) Online Representations and Certifications Application (ORCA) and the Representations and Certifications (52.212-3) if not currently available on BPN, identification of any special commercial terms, description of items offered per 52.212-1 and as modified, and be signed by an authorized company representative. Offerors are encouraged to use the Standard Form 1449, Solicitation/Contract/Order for Commercial Items form attached to this solicitation (Ensure that the ?track changes? feature is turned off when word processing this form). Fill in Block 17a including CAGE and DUNS codes. A copy of a published price list, catalog price or computer page printout showing the price for the above Items may also be included if desired. (Note, the Contracting Officer may request this information if only 1 source provides an offer). Offerors shall provide the information required by FAR 52.212-1. Offerors may cite the web site for the specifications of the item offered in lieu of providing a paper copy that demonstrates all specifications are met. Web sites that are not viewable for any reason for up to 5 business days after the offer due date may result in the offer being determined to be non-responsive. If the end product(s) quoted is other than domestic end product(s) as defined in the clause entitled "Buy American Act -- Supplies," the Offerors shall so state and shall list the country of origin.
