Description
NASA/GRC has a requirement for an Upper Air Sounding System and Radiosondes in accordance to the following specifications: 1.) 403 MHz GPS Upper Air Sounding System Single rack mount with two DSP 403 MHz receivers and digital GPS receiver Hardware and software compatible with radiosonde using spare data channels Operating frequency: 403 MHz using a UHF RF transmitter w/digital signal processing Frequency selection: Operator selected, 16 discrete operating frequencies Internal digital GPS receiver with 90 sec acquisition time Software compatible with Windows XP computer with Pentium IV processor Power input: 110V, 60Hz 403 MHz omni directional antenna system w/preamplifier Frequency range: 400 to 406 MHz Horizontal pattern: omni directional Preamplifier powered with 15 Vdc power RF cable length: 60 meters GPS antenna system Frequency range: 1575.42 MHz +/- 1.023 MHz Power input: 5 Vdc GPS signal cable length: 60 meters 2.) Spare Channel Radiosondes Must be fully compatible with item 1, Upper Air Sounding system Must have spare data channels Must include battery, dereeler and cord Frequency range: 400 to 406 MHz Data downlink: Digital, 4800 baud with all parameters sent once per second Frequency selection: 16 channels, 125 kHz steps Power: lithium battery with 2 hour operational lifetime Pressure: range of 1080 to 3 hPa, resolution of 0.1 hPa, accuracy of 0.5 hPa Temperature: range of -90 to +60 ??C, resolution of 0.1 ??C, accuracy of 0.2 ??C Humidity: range of 0 to 100 %RH, resolution of 1 %RH, accuracy of +/- 5 %RH GPS receiver: 12 channels, range of 0 to 100 %RH NASA/GRC intends to purchase the items from Lockheed Martin Sippican. This system is an upgrade to and existing sytem, a Sippican W-9000 Meteorological Processing System, installed and operational at GRC and will insure data compatability. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on August 10, 2006. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed. See NASA Specific Note "B".
