Description
The National Institutes of Health is conducting a market survey to determine the availability and technical capability of qualified small business, veteran-owned small business, service-disabled veteran-owned small business, HUBZone, or 8(a) firms capable of providing scientific and medical writing and editing services to the Office of Biotechnology Activities (OBA), Office of Science Policy. THIS IS NOT A REQUEST FOR PROPOSAL OR COST PROPOSAL. This is a request for interested firms with the capability of providing the required services to submit a capability statement for the purpose of determining whether or not this procurement will be set-aside for any of the programs identified above. The intended procurement will be classified under North American Industrial Classification System (NAICS) code 561410 with a size standard of $6.5 million. Services to be provided include a wide variety of projects requiring the skills of professional scientific and medical writers and editors and cover a wide spectrum of content from the most fundamental areas of science to the most applied aspects of clinical research and practice. Expertise is required in basic science, medicine, science policy, health policy, regulatory affairs, project management, research, and communications, The OBA conducts 30-40 scientific meetings per year. These meetings focus on the development of policy on topics such as bioethics, policy development, human specimen data and patient confidentiality and other current, high level issues that will affect the research community at NIH. Highly professional and standardized scientific and medical writing and editing expertise and experience are necessary. A pool of writers who can cover a wide spectrum of content, from the most fundamental areas of science to the most applied aspects of clnical research and practice are essential. OBA requires assistance in the following areas: Scientific reports - journal articles, presentations, web content, abstracts and policy documents; Committee Reports - consensus reports and advisory committee documents; editing meeting transcripts, compiling and editing abstracts; preparing minutes and brief reports of scientific meetings; literature searches, reviews, and summaries. An experienced and qualified writer will be required to attend all meetings. Concerns having the required specialized capabilities to meet the Government's requirements are invited to submit capability statements to the procuring office lsted in this notice. Firms responding must furnish concise responses directed specifically to the rquirement identified above in sufficient detail to permit evaluation and consideration by the Government. Responses shall include, but not be limited to, evidence of the following: (1) experience and expertise of personnel as well as organizational; (2) identification of previous/current contracts performed within the past three years which are similar in scope to the requirements identified herein including name of Governmental or commerical organization, contract/agreement number, complete name, address, and telephone number of a contact person, and description of the services provided; and (3) identification of whether your business is a socially or economically disadvantaged business firm, 8(a). small business, veteran-owned small business, service-disabled veteran-owned small business, or HUBZone. Two copies of the capability statement must be received at the address identified in this synopsis no later than close of business August 4, 2006. When utilizing a courier service, Federal Express , UPS, or express mail, the city, state, and zip code must read: ROCKVILLE, MD 20852. This synopsis is for information and planning purposes and is not to be construed as a commitment by the Government, nor will the Government pay for information solicited. Information received will be considered solely for the purpose of determining whether sufficient small business possess the capability to fulfill the Government's requirement and to ensure competition under a set-aside acquisition. A determination by the Government not to compete this requirement as a set-aside based upon responses to this notice is solely within the discretion of the Government.
