- Description: Development, production and distribution of organ donor awareness campaigns to outreach on college and high school campuses. The Health Resources and Services Administration (HRSA) is conducting a sources sought synopsis to locate capable organizations implementing Donate Life Campaigns on college campuses and high schools. On April 17, 2001, the Department of Health and Human announced the beginning of a new national initiative to increase organ, tissue, marrow, and blood donation. This initiative included a charge to educate the Nation?s youth and young adults about organ and tissue donation. College youth are at an age when they begin to see their connection to the larger community beyond their own family and neighborhood. Learning about creating a donation friendly America at this time in their lives will contribute to their understanding of what it means to be a responsible citizen. HRSA has supported several projects to encourage donation among college students. In addition, college focused projects have been conducted by other entities in the donation community. College students themselves have created action groups on campuses across the country. It is particularly important that donation education and information be made available to high school students as they will, in almost every state, be asked to indicate a ?donation decision? at the time they apply for a driver?s license. High school students need to be well informed and understand the issues surrounding donation and transplantation before they are faced with making that decision. The tasks to be carried out under any resultant contract require not only expertise in the field of organ donation awareness, but also experience with running peer education programs, particularly involving young adult peer leaders. The organization must be able to engage school faculty, parents and students to indicate that they will be organ donors. The organization must demonstrate a National capability to coordinate National Donor Awareness activities, such as the Donate Life Week and National Donate Life Month. The organization must provide leadership and strategies to institutions and groups participating in such campaigns. They must work with local organ procurement and other donation organizations to incorporate student efforts into their plans. Interested organizations should submit their capability statements demonstrating their capability to perform this work in sufficient detail to assess their ability. Potential contractors must have in-depth knowledge and thorough understanding of developing organ donor awareness campaigns, knowledge of behavior and issues related to living and deceased donation and ability to plan content and present donation information to college and high school age youth and young adults. Interested organizations must demonstrate and document, in any capability statements submitted, extensive experience with, and the ability to perform, the above tasks. Organizations should demonstrate capability to administer and coordinate interrelated tasks in an effective and timely manner. Documentation may include, but not be limited to, Government and commercial contracts, providing references (with Names, telephone numbers, and email address) and any other information serving to document the organization's capability.
