Description
The Centers for Medicare & Medicaid Services (CMS) intends to award, under Simplified Acquisition Procedures, a sole source purchase order to, The National Quality Forum (NQF), 601 Thirteenth Street, NW, Suite 500 North, Washington, D.C. for the following services, under NAICS code 813920: CMS is requesting the NQF to review and endorse the hospital 30-day pneumonia mortality measure for public reporting purposes. The NQF is a voluntary consensus standards-setting organization as defined by the National Technology Transfer and Advancement Act of 1995 and Office of Management and Budget (OMB) Circular A-119 and is the only such organization at this time that is nationally accepted as a consensus standards setting organization. CMS has entered into an alliance with the hospital community and has agreed that all measures that are publicly reported will be endorsed by the NQF. CMS is planning to publicly report these mortality measures and thus needs to obtain NQF endorsement of the pneumonia mortality measure to fulfill its alliance responsibilities with the hospital community. The NQF process has been identified as the only recognized source that engages a comprehensive call for measures, review of scientific and statistical evidence, and a forum for in-depth study of existing tools for comparing the performance of health care providers in various settings and has been the only organization that CMS uses to obtain consensus on the quality measures that it publicly reports. The NQF is the only recognized voluntary consensus standards for health care quality measures organization as defined by the National Technology Transfer and Advancement Act of 1995 (NTTAA) Public Law 104-113 and the Office of Management and Budget (circular A-119). As defined in the NTTAA all NQF endorsement products address a consensus driven process to include, due process, openness and balance of broad based input. The NQF is the primary entity to promulgate a comprehensive measurement framework and to endorse specific measures and measure sets that could be used to gauge healthcare and performance. These five principal steps are: Consensus Standards Development, Review, Member Council Approval, Board of Director Endorsement and Evaluation. Established as a public-private partnership, the NQF has broad participation from all parts of the health care system including: national, state, regional, and local groups. Representing consumers, public and private purchasers, employers, health care professionals, provider organizations, health plans, accrediting bodies, labor unions, supporting industries and organizations involved in health care research or quality improvement. The NQF has also convened a standing panel of leading experts in quality improvement and measurement to identify the principles and priorities that will guide a national measurement and reporting strategy. The Forum will endorse quality measures for national use. The Forum will also promote the use of quality information and develop a research agenda to advance quality improvement.
