- In accordance with FAR subpart 13.106 (b) (1) the Centers for Disease Control and Prevention (CDC) intends to issue a sole source contract to The Antares Foundation in Amsterdam, Netherlands, to develop a program to mitigate the impact of stress and trauma on humanitarian aid workers. There are three vital criteria necessary for successful completion of this requiremnet: advanced expertise working with mental health issues and psychosocial support programs; extensive connections to humanitarian aid workers or agencies with humanitarian aid workers in the field; and mental health support of humanitarian aid workers as the offeror?s primary function or mission. The measurable outcome from this program will be a functional framework for stress and trauma prevention measures in humanitarian aid organizations. The Antares Foundation is the only organization that can provide the required services because they have the staff with specific experience and training in mental health and psychosocial support programs for humanitarian aid workers; possess a unique network of international organizations and individuals to coordinate the implementation of projects related to stress management of humanitarian aid workers; and they have as their one and only mission the study of and support (including issues of mental health) to humanitarian workers. Interested parties who feel that they possess the capabilities to satisfy this requirement should submit a capability statement demonstrating their abilities to meet this requirement. The information received in response to this notice will be considered soley for the purpose of determining whether or not to conduct a competitive procurement. Documentation should be received within fifteen(15) days after the date of publication of this synopsis to be considered by CDC. A determination by the CDC not to compete this proposed contract based upon responses to this notice is solely within discretion of the government.
