Description
The Agency for Healthcare Research and Quality (formerly the Agency for Health Care Policy and Research) intends to negotiate on a sole source basis with the Medstat Group, 125 Cambridge Park Drive, Cambridge, MA 02140. The purpose of this contract is to: (1) conduct a state-of-the-art environmental scan and science-based assessment of measures and instruments that could be used to (or could be adapted to) assess quality of care and associated outcomes of home and community-based long-term care services, and (2) document the findings. Contractors statement of work (SOW) shall include (1) establishing and convening a Technical Expert Panel (TEP), (2) designing and implementing a methodology for obtaining measures, (3) designing and implementing a methodology for evaluating measures, (4) documenting the findings, and (5) obtaining peer review and stakeholder input. The estimated period of performance is for 18 months. For the last five years Medstat has been CMS's lead National Quality Contractor for Medicaid HCBS. In this role Medstat provides technical assistance to State Medicaid HCBS programs - to assist the states in designing and implementing quality assurance and improvement efforts (Q A/I). As such, Medstat staff have developed an unique understanding of state Medicaid programs and their diverse and complex mechanisms for HCBS QA/I, the measures that are used in HCBS Q A/I, HCBS programs that are currently developing/implementing new Q A/I methods, and how HCBS Q A/I programs and associated quality measures vary widely across HCBS participant populations, the states and HCBS providers. A majority of the HCBS Quality Tools (including measures) provided on the CMS web site were developed utilizing the technical expertise of Medstat staff. Among the nine HCBS Quality Letters issued by CMS to the State Medicaid Directors, five of the letters specifically mention Medstat or Medstat developed quality measures and tools. Medstat's staff expertise includes the authorship of numerous reports related to measuring HCBS quality including "A Review of Measures Relevant to the Home and Community-Based Waiver Programs" (2000), "Summary of Results: National Quality Inventory Survey of HCBS Waiver Programs" (2004), and "Development of the Participant Experience Survey (PES)" (2005). The intent of this Agency for Healthcare Research and Quality (AHRQ) contract (undertaken in support of AHRQ's legislative mandate as specified in the Deficit Reduction Act of 2005) is to access measures that use (or could be used) to assess the quality of services provided as Medicaid HCBS. Medstat's technical expertise and Medstat's experience as the National Quality Contractor for Medicaid HCBS uniquely qualify Medstat to provide the technical expertise AHRQ requires for this AHRQ SOW. This level of expertise is especially important given the time frame mandated for AHRQ under the DRA mandate to develop HCBS quality of care measures, assess HCBS services and disseminate best practices. Telephone requests will not be honored. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government.
