- The U.S. Department of Energy (DOE), Office of Security and Safety Performance Assurance (SSA) is seeking qualified small business sources (including small business led teams or joint ventures) that qualify under North American Industry Classification System (NAICS) code 541690 (Other Scientific and Technical Consulting Services) to provide Specialized Technical Services in support of SSA. The size standard is $6.5. The principal place of performance will be the DOE Headquarters facility, located in Germantown, MD and other DOE sites in the Washington, DC area. The support required is to develop, manage, and implement policies and procedures to identify highly-classified nuclear technology in support of non-proliferation objectives and perform document review and declassification. The performance requires: (1) personnel qualified and certified to perform highly-technical document reviews; (2) guidance support in (a) DOE nuclear guide development and writing, and (b) historical electronic library development and provision; (3) administrative support to conduct technically complex studies, analyses, and reporting, and (4) file room and mailroom management support involving classified materials. The work currently is performed under two contracts (DE-AC01-03SO20138 with Systems Management and Research Technology Corporation, Inc. and DE-AC01-04SO20188 with CSC Systems and Solutions, LLC). The Department is considering whether to award a single contract, or two separate contracts, for this effort using policies and procedures outlined in Federal Acquisition Regulation (FAR). As part of market research, a consolidated Performance Work Statement (PWS) is provided as Attachment A, and separate PWSs are provided in Attachments B and C. It is the Department???s objective to acquire these services as defined in Attachment A. However, qualified small businesses may submit capability statements in response to any or all of the three PWSs. If an interested small business believes it could perform only a portion of the requirements as defined in Attachment A, it is encouraged to submit a capability statement for one of the two PWSs provided in Attachments B and C. The annual estimated Direct Productive Labor Hours (DPLH) for the PWS Requirement A is 158,100. The annual estimated Direct Productive Labor Hours (DPLH) for the PWS Requirement B is 76,060. The annual estimated Direct Productive Labor Hours (DPLH) for the PWS Requirement C is 81,400. All employees will be required to possess an active Department of Energy ???Q??? clearance access authorization at time of contract award, or be capable of receiving the required clearance within a reasonable time after award. A current Department of Defense (DOD) Top Secret or other clearance based upon a Single Scope Background Investigation (SSBI) will be acceptable if the background investigation is less than five (5) years old. The following areas of expertise are required for personnel to successfully perform under the PWS: - nuclear materials production, material control and accountability inventories/nuclear material inventories; - isotope separation technology/atomic vapor laser isotope separation technology; - gaseous diffusion technology; - gas centrifuge technology; - proliferent enrichment technology; - fissile material fuel processing; - nuclear weapons design and testing; - arms control and nonproliferation; - radiological emergency response; - radioactive dispersal devices; - improvised nuclear devices; - international programs such as the URENCO centrifuge; - United Kingdom material transfers; - North Korean nuclear activities; - space nuclear reactors; - safeguards and security; - radioactive waste transportation; and - chemical/biological technology. Interested small business sources, including small business led teams and joint ventures that qualify under the above listed NAICS Code as a small business, are hereby invited to submit capability statements demonstrating their ability to perform one or more of the attached DRAFT Performance Work Statements. Each capability statement submitted should consist of no more than ten (10) pages and address the following: (a) specific corporate experience in the activities described in the PWS; (b) a chart or other synopsis demonstrating that there are sufficient ???Q??? cleared personnel within the company/team available to staff the requirement and/or the ability of the company/team to recruit sufficient staffing (with required clearances) to perform the requirement; (c) a discussion of the number of personnel available within the company/team who have expertise in the topics listed above; (d) identification of possible teaming or subcontracting arrangements to be employed in performing the requirement; and (e) whether or not the proposed team includes a mentor/prot??g?? relationship. In addition, DOE requests that a small business which submits a capability statement for either Attachment B or C, without submitting a capability statement for Attachment A, explain its decision not to submit a capability statement for Attachment A. This explanation, which should be submitted with the capability statement, does not count toward the capability statement page limitation. THIS SOURCES SOUGHT NOTICE DOES NOT CONSTITUTE A REQUEST FOR A FORMAL PROPOSAL OR A PRESOLICITATION NOTICE. This notice is provided as information to the marketplace and is an invitation for an expression of interest and demonstration of capability to perform the anticipated work. The Government will not pay for the provision of any information nor will it compensate any respondents for the development of such information. NO FORMAL SOLICITATION(S) EXISTS AT THIS TIME. The applicable DRAFT Performance Work Statement for the requirement and its component parts (Attachment A, B and C) is available to download from this site, which is the official point of notification to the public. Small businesses responding to this market survey must submit their responses via the DOE IIPS at http://e-center.doe.gov no later than 4:00 P.M. Eastern Time, August 25, 2006. Interested parties must register via the IIPS web site prior to responding to this market survey. Instructions on how to submit your response can be found in the help document located on the IIPS web site listed above. Comments and suggestions may wish to address whether portions of a PWS are recommended for set-aside; portions that may be capable of being limited to a competition among mentor/prot??g??s; or recommendations for how to maximize small business participation. These comments or suggestions should be submitted separately from the capability statement(s). All feedback will be considered. Comments and suggestions should NOT contain proprietary and/or bid or proposal information.
