Description
The U.S. Army Communications - Electronic Life Cycle Management Command (C-E LCMC) and Program Manager, Night Vision Reconnaissance, Surveillance, and Target Acquisition are conducting a market survey. This market survey is follow-on to the market s urvey (sources sought) announcement originally published on February 1, 2006, under then Solicitation No. W15P7T-06-R-M207. The Government intends to solicit in the near future for the Full Rate Production FY07-FY13 Long Range Advanced Surveillance System (LRAS3) program. The proposed acquisition is for an award of a five year, firm fixed priced Multiyear contract with up to seven option years for LRAS3 systems, less the Horizontal Technology Integration (HTI) Second Generation Forward Looking Infrared (S GF) NV-80 B-kit. DESCRIPTION AND APPLICATION: The purpose of this procurement is to acquire the LRAS3 to meet the Army's production requirements. There are various configurations of the LRAS3 to be procured: Current Force configurations (M1025, M1114, M1151-P, Stryker Brigade Combat Team (SBCT) configurations (RV, FSV), and LRAS3 for the Knight M707 configurations. All configurations are addressed in the Performance Specification and Interface Control Document identified below. Current Force Configura tions: The LRAS3 Current Force configurations are used to support the Army Scout mission. SBCT Configuration: The LRAS3 has two (2) configurations that support the SBCT mission. The two (2) LRAS3 configurations employed in the SBCT are the LRAS3 Reconna issance Vehicle variant and the Fire Support Vehicle variant. Knight M707 Configuration - The LRAS3 Knight M707 configuration is used to support the Army Field Artillery mission. PERFORMANCE REQUIREMENTS: The following Performance Specification contains the performance specifications that the supplier will need to meet to be considered fully qualified. MIL-PRF-A3264477D - Long Range Advanced Scout Surveillance Systems Performance Specification. INTERFACE CONTROL DOCUMENTS: The following Interface Contr ol Document (ICD) contains the interfaces that the LRAS3 supplier will need to meet to be considered fully qualified. A3247000-Interface Control Document (ICD) for the Long Range Advanced Scout Surveillance System. PROJECED QUANTITY REQUIREMENTS: The app roximate LRAS3 quantities are as followed (these are NOT firm quantities) FY07 360; FY08 330; FY09 380; FY10 250; FY11 250; FY12 150; FY13 150; Additional quantities may be required for SBCT Configuration and Knight M707 Configuration. Spares, Engineerin g Support, Maintenance, and repair may also be included in any resultant procurement. To be considered fully qualified a prospective supplier will need to demonstrate that their system meets the requirements of the Performance Specification, Interface Con trol Documents, and that they can meet the total yearly production rates identified above as well as possible spares. This is a market survey to identify all parties interested in taking part in this entire effort as a prime contractor. Brief summary of the company; Qualifications in Thermal Imagi ng/Infrared Multi-Sensor Technology for this effort or like efforts; Presuming a December 2006 contract award describe how you will meet project initial deliver y of February 2008. (Note the Government does not own a technical drawing package for this effort.)
