- This is a Negotiated procurement for a Firm Fixed Price Contract for the Relocation of 115 KV Transmission Line, New US Land Port of Entry, Massena, NY. This procurement is a Total Small Business Set-Aside under the Small Business Competitiveness Demonstration Program. Only bids from small business concerns will be considered. Bidders must be registered in the Central Contractor Registration (http://www.ccr.gov). The North American Industry Classification System (NAICS) Code for this project is 237130 and the size standard is $31 Million. The solicitation will be issued on or about July 31, 2006. A Pre-Proposal Conference will be held on August 16, 2006 at 10:00 A.M. at The Quality Inn, 10 West Orvis Street, Massena, NY 13662. The estimated cost range is $500,000.00 to $1,000,000.00. Time for completion: 308 calendar days from the Notice to Proceed. The scope of work is to relocate approximately 1,380 circuit-feet of a double circuit New York Power Authority (NYPA) 115 kv transmission line located to the south of the existing Land Port of Entry in Massena, New York. It involves the procurement and delivery of all materials necessary to complete the work, and the installation of four steel poles with concrete caisson foundations, new 795 kcmil ACSR, 26/7, conductor, new 7 No. 8 Alumoweld shieldwire, new porcelain insulators and hardware and two single pole wood structures with guys and anchors, the grounding of the structures, the clearing of the right-or-way, the preparation of the right-or-way for access and construction, and the removal of the existing two NYPA 115 kv lines supported on single pole double circuit wood structures, and associated guys and anchors. Project No.: NNY02002. Solicitation No.: GS-02P-06-DTC-0032(N). New York, NY. This project includes Sensitive But Unclassified (SBU) information. SBU documents provided under this solicitation are intended for authorized users only. In support of this requirement, GSA requires bidders to exercise reasonable care when handling documents relating to SBU information per the solicitation. For reasons of security and before release of SBU information, the requester of the Solicitation and Drawings must complete and sign a ?Document Security Notice to Prospective Bidders.? In addition, the requester must provide the following information: 1. Copy of Business License, 2. Company?s Dunn and Bradstreet Number, 3. Valid Tax Identification Number, and 4. a Valid Driver?s License (for individual(s) picking up the SBU Documents). After verification of the preceding information, the requester will be designated as an authorized user and a copy of the Solicitation and Drawings will be released to the requester. In support of this requirement, GSA requires bidders/offerors to exercise reasonable care when handling documents relating to building drawings/plans, security equipment, security equipment installations, and contract guard service, to include; 1) Limiting reproduction and/or dissemination of covered materials only to persons/parties related to this acquisition or otherwise authorized to receive such information; 2) Making every possible effort that is reasonable and prudent to prevent unauthorized disclosure of this information; 3) Upon award and completion of any appeals process, unsuccessful bidders/offerors making every reasonable and prudent effort to destroy or render useless all information/ documentation received during the solicitation and/or appeals process; and 4) The awardee continuing the efforts required above throughout the entire term of the contract and for what specific time thereafter as may be necessary, as determined by the awardee.?
