- The purpose of this amendment is to respond to technical questions submitted against RFP Number N00173-06-R-RS05. QUESTION 1: The solicitation appears to seek only space qualified off-the-shelf solutions, with option to have a fourth unit employed for requalification, if the unit has not been qualified. Does that exclude any ehanced development to existing products that may be worthwhile for follow-on potential, or is this current buy the only application anticipated? ANSWER 1: Units proposed by the Offeror are required to meet the minimum Government requirements as stated in the specifications for the solicitation. Offerors may propose a fourth wheel as an option, but only if required for production requalification if the Offeror-proposed units do not meet the solicitation specifications. Follow-on purchases are not anticipated at this time. QUESTION 2: Does this solicitation reflect a follow-on buy to previous Reaction Wheel purchases, and if so, can you provide a part number and previous purchase price of those Reaction Wheel purchases? ANSWER 2: This solicitation does not reflect a follow-on buy. QUESTION 3: The solicitation does not state what type of quote is being requested, although it seems to state a Firm Fixed Price based upon commercially available product. Is any other bid pricing option being considered, (I.e. cost, plus fixed fee)? Has the agency done a "Should Cost" assessment and is that information available to the bidders? ANSWER 3: The Government contemplates award of a firm-fixed price contract. QUESTION 4: Does the agency expect all three (3) Reaction Wheels to be delivered in the 270-365 day schedule, or are we to understand that the first unit is to be delivered in that timeframe? ANSWER 4: All required units must be delivered within the timeframe stated in the RFP. QUESTION 5: Will the agency accept any Reaction Wheel that exceeds, or is non-compliant with the stated specifications. If so, what are the critical specifications that would severely impact any bid, and would it require that the product be modified to conform. More specifically, how critical is the weight and size of the unit a factor in your selection? ANSWER 5: The Government intends to award a contract resulting from this solicitation to that responsible offeror whose offer, conforming to the solicitation, will be the best value to the Government, price and other factors considered. QUESTION 6: Is this solicitation a small-business set-aside? ANSWER 6: No.
