Description
The Marine Corps Recruit Depot/Eastern Recruiting Region (MCRD/ERR), Regional Contracting Office, is conducting market research in order to identify the availability of sources that can provide flight hours for a military pilot to fly a contractor owned fixed-winged aircraft. The aircraft will be flown throughout the Southeastern region of the United States. The fixed-winged aircraft will be flown approximately 3 ? 10 hours a week, and approximately 260 ? 275 hours annually. The type of aircraft required under this contract will be the King Air A, B, C, E 90, Conquest I or II, or an equivalent. The aircraft, if cost effective, shall be kept at the Beaufort Country Airport (73J) during the Marine Corps Flight Orientation Program (MCFOP) season (15 August to 30 April). If staging an aircraft is not feasible, then an aircraft shall be available for flight within 24 hours of notification by the Government. This is not a formal solicitation or a request for proposal. This is a sources sought announcement seeking only small business responses in order to determine small business participation in the acquisition. For the purpose of small businesses, the NAICS for the proposed procurement is 611512 (size standard of $23,500,000). This request for information is not to be construed as a commitment by the Government, and the Government will not pay for information received as a result of this announcement. The results of this request may result in a future synopsis announced in FEDBIZOPS as a request for proposal. The Eastern Recruiting Region is seeking a single source to provide flight hours. The Regional Contracting Office intends to award an Indefinite Delivery Indefinite Quantity (IDIQ) requirements contract for a period of one year to a single contractor. Contractors must indicate their experience (current and past) as well as provide the number of personnel currently employed by the company. Interested small businesses should review and understand the requirements in Federal Acquisition Regulation (FAR) part 19 and clause 52.219-14, Limitations of Subcontracting, as well as 13 Code of Federal Regulations (CFR) Sections 121.103 and 125.6. In particular, interested parties should focus on the rules governing affiliation. Small businesses responding to this Sources Sought notice must admit their response by way of e-mail to Sgt Stephen Seaberry, stephen.seaberry@usmc.mil or MSgt Anthony Skinner, anthony.skinner@usmc.mil . All responses must be received no later than 3:30pm. , Eastern Standard Time on 20 July 2006. This is not a request for a formal quotation or proposal, but is provided as information to the marketplace and is an invitation for expressions of interest in providing the required supplies. Responses must include the following: (1) name and address of firm; (2) size of business, including : average annual revenue for past three years and number of employees; (3) ownership, indicating whether: Large, Small, Small Disadvantaged, 8(a), Women-Owned, HUB Zone, and/or Veteran-Owned Business; (4) number of years in business; (5) two points of contact, including: name, title, phone, fax, and e-mail address; and (6) DUNS Number (if available). THIS SOURCES SOUGHT/MARKET SURVEY IS FOR INFORMATION AND PLANNING PURPOSES ONLY AND IS NOT TO BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT. THIS IS NOT A SOLICITATION ANNOUCEMENT FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS ANNOUNCEMENT. NO REIMBURSEMENT WILL BE MADE FOR ANY COSTS ASSOCIATED WITH PROVIDING INFORMATION IN RESPONSE TO THIS ANNOUNCEMENT, NOR ANY FOLLOW-UP INFORMATION REQUEST. RESPONDENTS WILL NOT BE NOTIFIED OF THE RESULTS OF THE EVALUATION. THE GOVERNMENT RESERVES THE RIGHT TO CONSIDER A SMALL BUSINESS SET-ASIDE BASED ON RESPONSES HERETO. THE CLOSING DATE FOR RESPONSES IS 20 JULY 2006.
