Description
The Naval Inventory Control Point Philadelphia (NAVICP Philadelphia) intends to negotiate a sole-source performance based logistics contract for a ten (10) year period of performance with Sikorsky Aircraft located in Stratford, CT. The period of performance shall consist of a five (5) year base period and one (1) five (5) year option period. The estimated value of this PBL if all options are excercised is $1,300,000,000.00. The subject PBL is for various dynamic components used on the following Type/Model/Series helicopters: CH-53E, MH-53E, CH-53D, and MH-53J. These compnents include: Blades, Hydraulics, Main Gearbox, Main Rotor Head, and Small Gearboxes. The total PBL is for 258 items, 109 which are Weapons Replaceable Assemblies (WRAs). The proposal for this effort shall be based on the current established PBL support methodology uniquely designed for military program requirements. The scope of this effort includes logistics support, managing repair of repairables, overhaul decisions, and program managment as required to meet fleet usage demands. This performance based contract is FOB destination. Sikorsky Aircraft is the original equipment manufacturer (OEM) for the specified parts listed above. The items are highly specialized parts, designed and manufactured by a non-government activity and the technical data required for management, repair, and reliability improvement by other than the above is not available. The only non-government source that currently has the capability and the technical data is Sikorsky Aircraft and is therefore, the only source that posseses the required technical knowledge and data to perform the work requirements within the time required to meet Navy and Marine demands. Only Sikorsky Aircraft will be solicited. The estimated award date is July 2007. The place of performance is Shelton, CT and Cherry Point, NC.
