Description
This requirement will not be procured using Acquisition of Commercial Items Procedures in accordance with FAR Part 12. The Government intends to negotiate an Indefinite Delivery/Indefinite Quantity type contract with Time and Material provisions for engineering, logistics, and technical support for repair of the E-2C and C-2A aircraft as required by the Commander, Naval Air Forces (CNAF), San Diego, CA. Acquisition to be processed through other than full and open competitive procedures pursuant to the authority of 10 USC 2304(c)_(1)_. The Government intends to make a Sole Source award to Northrop Grumman Field Support Services INC., St. Augustine, FL. The resulting contract (Solicitation N00189-06-R-0012) will be for the base period of 1 October 2006 through 30 September 2007 with four one-year options periods. The total level of effort estimated to be ordered during the term of the contract (5 years) is 412,500 man-hours of direct labor including authorized subcontract labor. NAICS 336411 applies. A complete RFQ package will be available on or around 05 August 2006 by downloading the documents at the Neco Website as follows: http: // www.neco.navy.mil. Potential contractors are hereby notified that the solicitation and subsequent amendments to the solicitation will ONLY be available for download at the above site; this office will no longer issue hard copy solicitations. By submitting an offer, the vendor is self-certifying that neither the requestor nor the principal corporate officials and owners are currently suspended, debarred, or otherwise ineligible to receive contracts from any federal agency. Failure to do so may represent grounds for refusing to accept the offer. The contractor acknowledges the requirement that a prospective awardee must be registered in the CCR database prior to award, during performance, and through final payment of any contract resulting from this solicitation, except for awards to foreign vendors for work to be performed outside the United States. Lack of registration in the CCR database will make a contractor ineligible for award. Contractors may obtain information on registration and annual confirmation requirements by calling 1-888-227-2423, or via the Internet at http://www.ccr.gov. When ordered by issuance of individual Task Orders (TOs), the Contractor shall provide engineering, logistics, and technical support to CNAF, San Diego, CA. Support shall be provided in the following areas: (1) Technical Assistance; (2) Equipment Operation Assessment; (3) Shipboard Alteration (SHIPALTS); Temporary Alterations (TEMPALTS) Mechanical Alterations MACALTS), Ordnance Alterations (ORDALTS), Alteration, Installation Team (AIT) Engineering Change (EC) and Field Change (FCS) Support; (4) Extended Shipyard or Pier side Availability Repair and Modification support; (5) Integrated Logistics Support; and, (6) Program Planning. A major portion of the work required under this contract will be installation, test, certification, repair, refurbishment, overhaul and logistics support to submarine combat, electronic systems and support systems (including ventilation, cooling water, electrical, and cable fiber, mechanical and hydraulic subsystems) world wide. This requirement is follow-on to contract N00140-01-D-M605 with Northrop Grumman Field Support Services, 5000 US 1 North M/S B-02/60, St. Augustine FL, 32905-6200. The current contract was due to expire 30 June 2006 but has been extended to 30 September 2006.
