- The Agency for Health Research and Quality (DHHS), through the Program Support Center, intends to negotiate a sole-source award with Healthology, New York, NY. Purpose: AHRQ is the lead agency within the U.S. Department of Health and Human Services (HHS) with a mission of improving the quality, safety, efficiency, and effectiveness of health care for all Americans. Over the past year, Healthology developed two web video segments to help AHRQ reach the goal of promoting patient safety issues and encouraging consumers to be more active in their health care. Continuing in this direction, AHRQ would like to extend the messages in the current campaign. The proposed contractor, Healthology, Inc., is the Web?s leading producer and distributor of video health content. Healthology has the largest library of original, streaming video and text programs on the Internet and has an online syndicated editorial distribution network of more than 4,600 Web sites, including top sites such as ABC News, Yahoo, Chicago Sun Times, and many more. All 4,600 sites guarantee to run and archive all Web video segments that Healthology produces. No other company has access to Healthology?s proprietary technology that allows the company to successfully deliver its Webcasts to 99% of consumers who try to access them through news Web sites and search engines. Because of its technical capabilities and its unique ability to reach the exact target audience through the most varied channels, Healthology is in a unique position to have access to the largest possible consumer audience. No other organization allows such broad access to media outlets using Web technology. THE PROPOSED SIMPLIFIED ACQUISITION ACTION IS FOR SUPPLIES OR SERVICES FOR WHICH THE GOVERNMENT INTENDS TO SOLICIT AND NEGOTIATE WITH ONLY ONE SOURCE UNDER AUTHORITY OF FAR 13.106-1 INTERESTED PERSONS MAY IDENTIFY THEIR INTEREST AND CAPABILITY TO RESPOND TO THE REQUIREMENT OR SUBMIT PROPOSALS WITHIN 7 DAYS AFTER THE DATE OF PUBLICATION OF THIS NOTICE. A DETERMINATION BY THE GOVERNMENT NOT TO COMPETE THIS PROPOSED SIMPLIFIED ACQUISITION BASED UPON RESPONSES TO THIS NOTICE IS SOLELY WITHIN THE DISCRETION OF THE GOVERNMENT. INFORMATION RECEIVED WILL NORMALLY BE CONSIDERED SOLELY FOR THE PURPOSE OF DETERMINING WHETHER TO CONDUCT A COMPETITIVE PROCUREMENT.
