Description
This is a notice of intent, not a request for a proposal. A solicitation document will not be issued and proposals will not be requested. National Institute on Drug Abuse, Station Support/Simplified Acquisitions, Office of Acquisitions- Neurosciences, on behalf of the National Institute of Mental Health (NIMH) intends to negotiate and award a purchase order on a noncompetitive basis to ILLUMINA INC., 9885 Towne Centre Drive San Diego, CA. for Twenty-Four (24) INFINIUM HUMANHAP550 WHOLE GENOME, GENOTYPING KIT, which are an integral part and necessary in order to maintain the mission of the current study by the National Institute of Mental Health's project entitled, "Cognition and Psychosis Program headed by the Director, Daniel R. Weinberger M.D. This sole source acquisition; therefore, is justified under the authority contained in 41 U. S.C. 253 ? (1) and FAR 6.302-1 (a) (2), states that: ?When the supplies or services required by the agency are available from only one responsible source, and on other type of supplies or services will satisfy agency requirement full and competition need not be provided for.? Illumina Inc. proved that expert knowledge, critical timeframe and continuity of high quality genotyping assay services for the research alliance of aforementioned project deemed by NIMH. An award to any other source would affect the NIMH ?s prior and current research involving genetic basis in the, ?Clinical Brain Disorders Branch? and would not provide any cost savings to the Government. The North American Industry Classification (NAICS) Code is 541710 and the Size Standard is 500. The acquisition is being conducted under simplified acquisition using FAR 13 procedures and is exempt from the requirements of FAR Part 6, Competition Requirement. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this synopsis. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely with the discretion of the Government. Comments to this announcement, referencing synopsis number NOI60090 may be submitted to the NIDA, Station Support/Simplified Acquisitions Branch, 31 Center Drive, Rm 1B59, Bethesda, MD 20892-2080, and Attention: Rosie C.
